7 An Act relating to schools; amending Section 2,
8 Chapter 281, O.S.L. 2023, as amended by Section 2,
9 Chapter 408, O.S.L. 2024 (70 O.S. Supp. 2025, Section
10 5-148.2), which relates to the School Security
11 Revolving Fund; removing expenditure limitation;
12 requiring certain amount of funds to be allocated
13 from the fund each fiscal year for three fiscal years
14 beginning on certain date, subject to available
15 funding; providing an effective date; and declaring
16 an emergency.

19 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
20 SECTION 1. AMENDATORY Section 2, Chapter 281, O.S.L.
21 2023, as amended by Section 2, Chapter 408, O.S.L. 2024 (70 O.S.
22 Supp. 2025, Section 5-148.2), is amended to read as follows:
23 Section 5-148.2. A. There is hereby created in the State
24 Treasury a revolving fund for the State Department of Education to
25 be designated the "School Security Revolving Fund". The fund shall
26 be a continuing fund, not subject to fiscal year limitations, and
27 shall consist of all monies received by the State Department of
28 Education from:

1 1. Reimbursements, grants, or other monies received from other
2 state agencies and entities for school security;
3 2. Reimbursements, grants, or other monies received from the
4 United States government obligated to school security projects;
5 3. Gifts, donations, and bequests; and
6 4. Monies appropriated or apportioned by the Legislature.
7 B. All monies accruing to the credit of the School Security
8 Revolving Fund are hereby appropriated and may be budgeted and
9 expended by the State Department of Education for the purposes of:
10 1. Establishing and maintaining a School Resource Officer
11 Program; and
12 2. Providing physical security enhancements for schools
13 including, but not limited to, school resource officers, cameras,
14 gates, lighting, locks, doors, windows, security geofencing,
15 ballistic storm shelters, and mobile panic alert systems.
16 Monies in the School Security Revolving Fund shall supplement
17 and not supplant existing school security funding.
18 C. Expenditures from the School Security Revolving Fund shall
19 be made upon warrants issued by the State Treasurer against claims
20 filed as prescribed by law with the Director of the Office of
21 Management and Enterprise Services for approval and payment.
22 Expenditures from the School Security Revolving Fund shall not
23 exceed Subject to the availability of funding, Fifty Million Dollars
24 ($50,000,000.00) in any fiscal year and shall be allocated from the

1 School Security Revolving Fund and divided equally among every
2 public school district in the this state each fiscal year for three
3 (3) fiscal years beginning July 1, 2026.
4 SECTION 2. This act shall become effective July 1, 2026.
5 SECTION 3. It being immediately necessary for the preservation
6 of the public peace, health, or safety, an emergency is hereby
7 declared to exist, by reason whereof this act shall take effect and
8 be in full force from and after its passage and approval.
