7   An Act relating to definitions and general

8   provisions; stating legislative intent; establishing

9   Charlie Kirk Free Speech Day; requesting issuance of

10  certain annual proclamation; providing for

11  codification; and declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.     NEW LAW  A new section of law to be codified

16 in the Oklahoma Statutes as Section 90.31 of Title 25, unless there

17 is created a duplication in numbering, reads as follows:

18  A. The Legislature finds that:

19  1. Charlie Kirk, born on October 14, 1993, and tragically

20 martyred by assassination on September 10, 2025, was the preeminent

21 voice of a generation, inspiring millions of young Americans to

22 engage in civic discourse, champion conservative principles, and

23 reclaim the foundational values of faith, family, liberty, limited

24 government, and individual responsibility;

25  2. As the founder and chief executive officer of Turning Point

26 USA, Kirk led a transformative movement on college campuses and

1 beyond, empowering students to defend free markets, secure borders,

2 and traditional family structures against ideological overreach;

3   3. Kirk stood as a modern civil rights leader, fearlessly

4 advocating for equal opportunity under the law, color-blind

5 meritocracy, and the protection of constitutional rights for all

6 citizens regardless of race, creed, or background in an era of

7 divisive identity politics;

8   4. A vocal and unapologetic Christian, Kirk embodied the

9 Christian heritage that undergirds American exceptionalism, publicly

10 proclaiming his faith in Jesus Christ as a guiding force in the

11 pursuit of justice, moral clarity, and the defense of the unborn;

12  5. Through relentless persecution, cancellation attempts,

13 smears, and ultimately his assassination, Kirk became a martyr for

14 truth and faith, enduring personal and professional attacks with

15 unwavering resolve to expose corruption, challenge elite narratives,

16 and uphold objective reality in the face of censorship and cultural

17 decay; and

18  6. As a tireless free speech advocate, Kirk fought against

19 suppression by technology companies, university indoctrination, and

20 government overreach, ensuring that dissenting voices, especially

21 those of the next generation, could flourish in the public square,

22 thereby preserving the First Amendment as the bedrock of a free

23 society.

24  B. October 14 of each year is hereby designated as Charlie Kirk

1 Free Speech Day in remembrance of his courage and faith, to honor

2 his extraordinary contributions to American discourse, faith, and

3 freedom, and to commemorate his ultimate sacrifice for these

4 principles. On this day, Oklahomans are encouraged to reflect on

5 the principles Kirk championed, participate in educational events

6 promoting civic engagement, and honor his legacy as a martyr for

7 truth and liberty.

8   C. The Governor is hereby requested to issue an annual

9 proclamation calling upon the people of Oklahoma to observe Charlie

10 Kirk Free Speech Day with appropriate ceremonies, programs, and

11 activities that recognize his role as a beacon of hope and heroism

12 for future generations.

13  SECTION 2. It being immediately necessary for the preservation

14 of the public peace, health or safety, an emergency is hereby

15 declared to exist, by reason whereof this act shall take effect and

16 be in full force from and after its passage and approval.
