7 An Act relating to judicial training; amending 22
7 O.S. 2021, Section 60.20, which relates to domestic
8 violence training; requiring specified amount of
8 annual training for certain judges; and providing an
9 effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. AMENDATORY 22 O.S. 2021, Section 60.20, is
13
14 amended to read as follows:
14
15 Section 60.20. The Administrative Office of the Courts shall
15
16 provide annual domestic violence, substance abuse, addiction and
16
17 mental health educational training for members of the judiciary.
17
18 Any judge who presides over domestic violence cases shall receive
18
19 eight (8) hours of continuing education as described in this section
19
20 per year. Subject to available funding, curriculum for training
20
21 required under this section shall include, but not be limited to:
21
22 1. Dynamics of domestic violence;
22
23 2. The impact of domestic violence on victims and their
23
24 children including trauma and the neurobiology of trauma;

1 3. Identifying dominant aggressor;

2 4. Tactics and behavior of batterers;
2
3 5. Victim protection orders and full faith and credit under the
3
4 Violence Against Women Act of 1994;
4
5 6. Rights of victims; and
5
6 7. Evidence-based practices regarding behavioral health and
6
7 treatment of those with substance abuse or mental health needs.

8 SECTION 2. This act shall become effective November 1, 2025.
