7   An Act relating to Commercial Pet Breeders and Animal

7   Shelter Licensing Act; amending 4 O.S. 2021, Section

8   30.8, which relates to expiration and renewal of

8   license; extending time for renewal; requiring the

9   Oklahoma Department of Agriculture, Food, and

9   Forestry to provide certain platform; and providing

10  an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13

14  SECTION 1.      AMENDATORY    4 O.S. 2021, Section 30.8, is

14

15 amended to read as follows:
15

16  Section 30.8. A. An animal shelter operator or commercial pet

16

17 breeder who is not in violation of the Commercial Pet Breeders and
17

18 Animal Shelter Licensing Act or any rule adopted under the
18

19 Commercial Pet Breeders and Animal Shelter Licensing Act may renew
19

20 the license of the person by:
20

21  1. Submitting a renewal application to the Oklahoma Department

21

22 of Agriculture, Food, and Forestry on the form prescribed by the
22

23 Department;

1   2. Complying with any other renewal requirements adopted by the

2 Department; and
2

3   3. Paying the required fee.

4   B. Any person who fails to apply for a renewal in a manner

4

5 prescribed by the Department, and whose license has expired, may not
5

6 engage in activities that require a license until the license has
6

7 been renewed.

8   C. Not later than sixty (60) ninety (90) days before the

8

9 expiration of the license, the Department shall send written notice
9

10 of the impending license expiration to the animal shelter operator
10

11 or commercial pet breeder at the last-known address according to the
11

12 records of the Department.
12

13  D. The Department shall provide an online renewal and payment

13

14 platform on or before January 1, 2026.
14

15  SECTION 2. This act shall become effective November 1, 2025.
