7   An Act relating to food; defining term; requiring

7   certain compliance by licensed food establishments;

8   directing promulgation of certain rules; providing

8   for codification; and providing an effective date.

11 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

12  SECTION 1.      NEW LAW  A new section of law to be codified

12

13 in the Oklahoma Statutes as Section 1-1118.2 of Title 63, unless
13

14 there is created a duplication in numbering, reads as follows:
14

15  A. As used in this section, "cell-cultured meat", also referred

15

16 to as lab-grown meat, cultivated meat, clean meat, in vitro meat,
16

17 imitation meat, synthetic meat, and fake meat, means meat developed
17

18 from animal cell cultures rather than through traditional raising
18

19 and slaughter of livestock. It does not include imitation meat made
19

20 of non-meat ingredients including, but not limited to, plant-based
20

21 protein.

22  B. A licensed food establishment shall not offer for sale any

22

23 food or other product intended for human consumption that contains

1 cell-cultured meat unless the establishment is in compliance with
1

2 the rules promulgated under subsection C of this section.

3   C. The State Commissioner of Health shall promulgate rules

3

4 requiring licensed food establishments that offer for sale any food
4

5 or other product intended for human consumption that contains cell-
5

6 cultured meat to disclose such fact to customers, including
6

7 specification of any and all food or products that contain cell-
7

8 cultured meat. The rules may, as deemed necessary and appropriate
8

9 by the Commissioner, prescribe different requirements for different
9

10 types of food establishments.

11  SECTION 2. This act shall become effective November 1, 2025.
