7   An Act relating to the practice of psychology;

7   amending 59 O.S. 2021, Section 1354, as amended by

8   Section 1, Chapter 66, O.S.L. 2023 (59 O.S. Supp.

8   2024, Section 1354), which relates to the State Board

9   of Examiners of Psychologists; removing certain

9   limitation on appointees; permitting the Governor to

10  consider certain recommendations; amending 59 O.S.

10  2021, Section 1357, which relates to vacancies;

11  conforming language; updating statutory language; and

11  providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.      AMENDATORY  59 O.S. 2021, Section 1354, as

15

16 amended by Section 1, Chapter 66, O.S.L. 2023 (59 O.S. Supp. 2024,
16

17 Section 1354), is amended to read as follows:
17

18  Section 1354. There is hereby re-created, to continue until

18

19 July 1, 2025, pursuant to the provisions of the Oklahoma Sunset Law,
19

20 the State Board of Examiners of Psychologists. The Board shall
20

21 administer the provisions of the Psychologists Licensing Act. The
21

22 Board shall consist of seven (7) members appointed by the Governor.
22

23 Five members shall be psychologists from various areas in psychology
23

24 and two members shall be lay persons. At the expiration of the term

1 of each Board member who is a psychologist, the Governor shall
1

2 appoint a successor from a list of ten licensed psychologists which
2

3 is provided by the Oklahoma State Psychological Association. In
3

4 selecting appointees, the Governor may consider recommendations from
4

5 a statewide organization representing psychologists, a state chapter
5

6 of a national organization representing psychologists, or other
6

7 groups or individuals in this state. Members shall serve for a term
7

8 of four (4) years and until a successor is appointed and qualified.
8

9 Before entering upon the duties of office, each member of the Board
9

10 shall take the constitutional oath of office and file it with the
10

11 Secretary of State.

12  SECTION 2.          AMENDATORY  59 O.S. 2021, Section 1357, is

12

13 amended to read as follows:
13

14  Section 1357. After giving the member a written statement of

14

15 the charges and an opportunity to be heard thereon, the Governor may
15

16 remove any member of the State Board of Examiners of Psychologists
16

17 for misconduct, incompetency, or neglect of duty. Any vacancy in
17

18 the membership of the Board shall be filled by the Governor for the
18

19 unexpired term. If there is a vacancy in the psychologist
19

20 membership of the Board, the Governor shall fill it from a list of
20

21 ten (10) psychologists which is provided by the Oklahoma State
21

22 Psychological Association. In selecting appointees, the Governor
22

23 may consider recommendations from a statewide organization
23

24 representing psychologists, a state chapter of a national

1 organization representing psychologists, or other groups or

2 individuals in this state.

3   SECTION 3. This act shall become effective November 1, 2025.
