7   An Act relating to state agencies; providing for

7   noncodification; creating the State-Sponsored

8   Persecution Prohibition Act; providing short title;

8   prohibiting certain regulations with certain

9   purposes; providing for codification; and providing

9   an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      NEW LAW       A new section of law not to be

13

14 codified in the Oklahoma Statutes reads as follows:
14

15  This act shall be known and may be cited as the "State-Sponsored

15

16 Persecution Prohibition Act".
16

17  SECTION 2.      NEW LAW       A new section of law to be codified

17

18 in the Oklahoma Statutes as Section 13001 of Title 74, unless there
18

19 is created a duplication in numbering, reads as follows:
19

20  A. No state agency, board, or commission shall regulate or

20

21 conduct investigations in any malicious manner which harasses,
21

22 terrorizes, punitively regulates, intimidates, or perturbs private
22

23 businesses, farms, taxpayers, or citizens for personal, economic,
23

24 political, or ideological reasons.

1   B. In the event of abuse or improper regulation as described in

1

2 this section, a civil action may be maintained in a court against
2

3 the offending agency, board, or commission. Individuals or entities
3

4 shall be entitled to seek damages, equitable relief, and attorney
4

5 fees.

6   SECTION 3. This act shall become effective November 1, 2025.
