6 AS INTRODUCED
7 An Act relating to maternal care; directing the
creation of the Oklahoma Families Thriving Everywhere
8 Now (OFTEN); making appropriations; stating amount
and purpose; providing funding for program; providing
9 for codification; providing an effective date; and
declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. NEW LAW A new section of law to be codified
14 in the Oklahoma Statutes as Section 1-234.2 of Title 63, unless
15 there is created a duplication in numbering, reads as follows:
16 A. The Oklahoma State Department of Health shall use funds
17 allocated in this section to establish the Oklahoma Families
18 Thriving Everywhere Now (OFTEN). The program shall include
19 operation of a telecare pregnancy and parenting support program and
20 a maternal health component to provide community outreach,
21 consultations, and care coordination for women experiencing under
22 supported, high-risk pregnancies, or both, and for parents of young
23 children. The program is designed to:
24 1. Encourage healthy childbirth;

1 2. Support childbirth and adoption as alternatives to abortion;
2 3. Promote stable family formation;
3 4. Assist in establishing successful parenting techniques; and
4 5. Increase the economic self-sufficiency of families.
5 B. Services may include, but are not limited to, direct
6 supports, social services case management, and referrals for
7 biological parents of unborn children and biological or adoptive
8 parents of children under three (3) years of age, delivered through
9 community-based providers physically located in the State of
10 Oklahoma.
11 SECTION 2. There is hereby appropriated to the Oklahoma State
12 Department of Health from any monies not otherwise appropriated from
13 the General Revenue Fund of the State Treasury for the fiscal year
14 ending June 30, 2027, the sum of Three Million Dollars
15 ($3,000,000.00) or so much thereof as may be necessary to implement
16 the provisions of Section 1 of this act.
17 SECTION 3. This act shall become effective July 1, 2026.
18 SECTION 4. It being immediately necessary for the preservation
19 of the public peace, health or safety, an emergency is hereby
20 declared to exist, by reason whereof this act shall take effect and
21 be in full force from and after its passage and approval.
