7 An Act relating to state government; amending Section
2, Chapter 22, 1st Extraordinary Session, O.S.L. 2023
8 (74 O.S. Supp. 2025, Section 2903.1), which relates
to the Oklahoma Homebuilder Program; directing the
9 Oklahoma Housing Finance Authority (OHFA) to
establish and utilize needs assessment; directing
10 Authority to work the legislative committee; and
providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. AMENDATORY Section 2, Chapter 22, 1st
16 Extraordinary Session, O.S.L. 2023 (74 O.S. Supp. 2025, Section
17 2903.1), is amended to read as follows:
18 Section 2903.1. A. The Oklahoma Homebuilder Program shall be
19 administered by the Oklahoma Housing Finance Agency (OHFA). The
20 program shall create more affordable single family housing units
21 across the State of Oklahoma. The program shall be a loan program
22 for homebuilders at interest rates as low as zero percent (0%),
23 providing loans to build single family housing units. The program
24 shall fund both urban and rural housing developments across the

1 state. The program shall give preference to applicants seeking to
2 build homes in communities that have been under a federally declared
3 natural disaster within the last twelve (12) months. Additionally,
4 participants in this program shall not be eligible for the Oklahoma
5 Affordable Housing Tax Credit as found in Section 2357.403 of Title
6 68 of the Oklahoma Statutes. OHFA may promulgate rules to
7 administer the Oklahoma Homebuilder Program. OHFA shall provide a
8 yearly report beginning July 1, 2024, to the Governor, the Speaker
9 of the Oklahoma House of Representatives, the President Pro Tempore
10 of the Oklahoma State Senate, the House Appropriations and Budget
11 Chair, and the Senate Appropriations Chair detailing how many awards
12 have been made and how many single family housing units have been
13 built to date, along with other program information deemed relevant
14 by OHFA.
15 B. OHFA shall create, utilize, and maintain a community housing
16 needs assessment tool in order to allocate funds under this program.
17 C. OHFA shall work with the Legislative Workforce Housing
18 Committee to administer and improve housing accessibility throughout
19 the state.
20 SECTION 2. This act shall become effective November 1, 2026.
