7                              AS INTRODUCED

8   An Act relating to housing; creating the Legislative

    Workforce Housing Committee; directing Committee to

9   increase access to affordable housing; granting

    rulemaking authority; directing Committee to work

10  with the Oklahoma Housing Finance Agency; providing

    for codification; and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.        NEW LAW    A new section of law to be codified

16 in the Oklahoma Statutes as Section 2904 of Title 74, unless there

17 is created a duplication in numbering, reads as follows:

18  A. There is hereby created the Legislative Workforce Housing

19 Committee for the purpose of assisting in carrying out the goals of

20 the Oklahoma Housing Stability Program in Section 2903 of this title

21 and providing policy improvements to make the program meet the

22 changing needs of the state.

23  B. The Committee shall be bicameral and bipartisan and consist

24 of the following:

1   1. One co-chair appointed by the Speaker of the Oklahoma House

2 of Representatives;

3   2. One co-chair appointed by the President Pro Tempore of the

4 Oklahoma State Senate;

5   3. One vice-chair appointed by the Minority Party Leader of the

6 Oklahoma House of Representatives;

7   4. One vice-chair appointed by the Minority Party Leader of the

8 Oklahoma State Senate; and

9   5. The Speaker of the Oklahoma House of Representatives and the

10 President Pro Tempore of the Oklahoma State Senate shall appoint the

11 Committee members in cooperation with the Committee chairs and vice-

12 chairs. There shall be an equal number of additional members from

13 the House and Senate and shall be equal in party affiliation.

14  C. The rules and meeting schedule shall be established by the

15 chairs and vice-chairs of the Committee and shall be approved by

16 members.

17  D. The Committee shall work with the Oklahoma Housing Finance

18 Agency to jointly administer the Oklahoma Housing Stability Program

19 and improve access to affordable housing throughout the state. The

20 Committee may seek input from a variety of stakeholders throughout

21 the state and if needed and desired, bring in expertise from out of

22 state to advise and counsel the Committee members on potential

23 actions, policy changes, and statutes that assist to achieve the

24 Committee's objectives.

1   SECTION 2. This act shall become effective November 1, 2026.
