6                            AS INTRODUCED

7   An Act relating to schools; limiting screen time for

    prekindergarten through fifth grade public school

8   students to one hour per school day; defining term;

    providing exceptions; providing for codification;

9   providing an effective date; and declaring an

    emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.      NEW LAW  A new section of law to be codified

15 in the Oklahoma Statutes as Section 11-103.17 of Title 70, unless

16 there is created a duplication in numbering, reads as follows:

17  A. Beginning with the 2026-2027 school year, public school

18 students in prekindergarten through fifth grade shall be limited to

19 one hour of screen time per school day, inclusive of all subjects.

20 Screen time includes teacher-directed or child-selected activities

21 that utilize a computer, tablet, television, smart device,

22 Chromebook, or other similar device with an electronic display.

23  B. The screentime limitations set forth in subsection A of this

24 section shall not apply to the following:

1   1. Special-education needs documented in an individualized

2 education program (IEP) or a 504 plan created under the

3 Rehabilitation Act of 1973, 29 U.S.C., Section 504; and

4   2. Assistive or adaptive technology required for student

5 access.

6   SECTION 2. This act shall become effective July 1, 2026.

7   SECTION 3. It being immediately necessary for the preservation

8 of the public peace, health or safety, an emergency is hereby

9 declared to exist, by reason whereof this act shall take effect and

10 be in full force from and after its passage and approval.
