7 An Act relating to perinatal health; creating the
Perinatal Quality Improvement Revolving Fund; stating
8 the purpose; providing for codification; providing an
effective date; and declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. NEW LAW A new section of law to be codified
14 in the Oklahoma Statutes as Section 1-245 of Title 63, unless there
15 is created a duplication in numbering, reads as follows:
16 There is hereby created in the State Treasury a revolving fund
17 for the State Department of Health to be designated the "Perinatal
18 Quality Improvement Revolving Fund". The fund shall be a continuing
19 fund, not subject to fiscal year limitations, and shall consist of
20 all monies received by the State Department of Health from state-
21 appropriated funds, federal funds, donations, grants, and
22 contributions from any public or private source and designated for
23 the purpose set forth in this section. All monies accruing to the
24 credit of said fund are hereby appropriated and may be budgeted and

1 expended by the State Department of Health for the purpose of
2 working collaboratively with other research initiatives and entities
3 operating or founded in Oklahoma by reducing preventable newborn to
4 infant morbidity and mortality, reducing preventable maternal
5 morbidity and mortality, and improving maternal safety and overall
6 outcomes. Expenditures from said fund shall be made upon warrants
7 issued by the State Treasurer against claims filed as prescribed by
8 law with the Director of the Office of Management and Enterprise
9 Services for approval and payment.
10 SECTION 2. This act shall become effective July 1, 2026.
11 SECTION 3. It being immediately necessary for the preservation
12 of the public peace, health or safety, an emergency is hereby
13 declared to exist, by reason whereof this act shall take effect and
14 be in full force from and after its passage and approval.
