6 AS INTRODUCED
7 An Act relating to waters and water rights; amending
27A O.S. 2021, Section 2-6-103.1, which relates to
8 contracts for technical assistance programs;
authorizing the Department of Environmental Quality
9 to contract with certain suppliers; and providing an
effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. AMENDATORY 27A O.S. 2021, Section 2-6-103.1,
14 is amended to read as follows:
15 Section 2-6-103.1. The Department of Environmental Quality may,
16 to the extent funds are available, contract with the Oklahoma Rural
17 Water Association or qualified state suppliers for technical
18 assistance programs to rural water and wastewater system operators
19 throughout the state. The Department may contract with other
20 nonprofit entities in addition to the Oklahoma Rural Water
21 Association or qualified state suppliers for this purpose if the
22 Department, in its discretion, determines that those entities can
23 and will provide equally effective and efficient technical

1 assistance services to rural water and wastewater system operators
2 throughout the state.
3 SECTION 2. This act shall become effective November 1, 2026.
