8 An Act relating to voting access; amending 26 O.S.
2021, Section 4-101, as amended by Section 1, Chapter
9 289, O.S.L. 2024 (26 O.S. Supp. 2025, Section 4-101),
which relates to persons entitled to become
10 registered voters; modifying qualifications for
convicted felons; and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. AMENDATORY 26 O.S. 2021, Section 4-101, as
16 amended by Section 1, Chapter 289, O.S.L. 2024 (26 O.S. Supp. 2025,
17 Section 4-101), is amended to read as follows:
18 Section 4-101. Every person who is a qualified elector as
19 defined by Section 1 of Article III of the Oklahoma Constitution
20 shall be entitled to become a registered voter in the precinct of
21 his or her residence, with the following conditions:
22 1. Persons convicted of a felony shall be eligible to register
23 to vote when they have:

1 a. they have fully served their sentence of court-
2 mandated calendar days or had their sentence
3 discharged, including any term of incarceration,
4 parole or supervision, or completed a period of
5 probation ordered by any court for the felony
6 conviction,
7 b. received a commutation that reduced the sentence of
8 any active felony conviction to time served pursuant
9 to federal or state law and have no other outstanding
10 sentence under any other they are not currently on
11 parole, supervision, or probation for the felony
12 conviction, and
13 c. received a commutation pursuant to subsection F of
14 Section 332.2 of Title 57 of the Oklahoma Statutes for
15 a crime that has been reclassified from a felony to a
16 misdemeanor and has no remaining time to serve,
17 including:
18 (1) any incomplete term of incarceration,
19 (2) any remaining
20 they are not currently incarcerated, on parole or, on
21 supervision, or
22 (3) any incomplete period of on probation, or

1 d. been granted a pardon pursuant to federal or state law
2 and have no other outstanding sentence under for any
3 other felony conviction; and
4 2. Any person who has been adjudged to be an incapacitated
5 person as such term is defined by Section 1-111 of Title 30 of the
6 Oklahoma Statutes shall be ineligible to register to vote. When
7 such incapacitated person has been adjudged to be no longer
8 incapacitated, such person shall be eligible to become a registered
9 voter. The provisions of this paragraph shall not prohibit any
10 person adjudged to be a partially incapacitated person as such term
11 is defined by Section 1-111 of Title 30 of the Oklahoma Statutes
12 from being eligible to register to vote unless the order adjudging
13 the person to be partially incapacitated restricts such person from
14 being eligible to register to vote.
15 SECTION 2. This act shall become effective November 1, 2026.
