7 An Act relating to charitable organizations; amending
3A O.S. 2021, Section 607, which relates to costs and
8 fees for permits and licenses from the Oklahoma State
Athletic Commission; exempting charity events from
9 being charged costs and fees for permits and
licenses; defining charity event; and providing an
10 effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. AMENDATORY 3A O.S. 2021, Section 607, is
15 amended to read as follows:
16 Section 607. A. The Oklahoma State Athletic Commission shall
17 promulgate rules necessary to implement processes for issuing
18 sanctioning permits for professional combative sports events,
19 amateur mixed martial arts events, and amateur kickboxing events
20 held or given in this state and for issuing licenses for
21 participants of sanctioned contests and exhibitions, except those
22 events and persons specifically exempt by the provisions of the
23 Oklahoma State Athletic Commission Act.

1 B. All persons or entities who participate in any professional
2 combative sports event, amateur mixed martial arts event, or amateur
3 kickboxing event sanctioned by the Commission, including, but not
4 limited to, professional combative sports practitioners, corner
5 persons, booking agents, matchmakers, promoters, referees, judges,
6 timekeepers, vendors, physicians, announcers, clubs, and
7 corporations associated with a professional combative sports event
8 or amateur mixed martial arts event sanctioned by the Commission,
9 shall be required to make application to the Commission for a
10 license to participate in this state in any professional combative
11 sports event, amateur mixed martial arts event or amateur kickboxing
12 event sanctioned by the Commission.
13 C. An application for a sanctioning permit or a license shall
14 be on such form and require such information as shall be prescribed
15 by the Commission.
16 D. The 1. Except as provided in paragraph 2 of this
17 subsection, the Commission shall determine reasonable costs and fees
18 associated with issuing sanctioning permits and licenses. All costs
19 and fees for sanctioning an event shall be payable by the promoter
20 making application for a sanctioning permit. Costs and fees for a
21 license may be paid by the participant making application or by the
22 promoter of an event sanctioned by the Commission.
23 2. The Commission shall not charge any costs or fees for
24 permits or licenses to persons or entities sanctioning or

1 participating in a charity event. For the purposes of this
2 paragraph, "charity event" means any event hosted by a charitable
3 organization to raise money for a philanthropic purpose.
4 E. A sanctioning permit shall be in effect upon the date issued
5 by the Commission and shall expire upon the conclusion of the event,
6 unless the sanctioning permit is suspended or revoked for just cause
7 by the Commission. Licenses shall be in effect upon the date issued
8 by the Commission, and all licenses shall expire June 30 unless the
9 license is suspended or revoked for just cause by the Commission.
10 F. Only promoters whose professional combative sports events,
11 amateur mixed martial arts events and amateur kickboxing events that
12 have been sanctioned by the Commission are authorized to place a
13 notice of sanction on printed and promotional materials associated
14 with the sanctioned event, which shall include but not be limited to
15 advertising, tickets, programs, posters, souvenirs, wearing apparel,
16 billboards, marquees and promotional signs inside and outside the
17 venue where the event is to be held, and broadcasting, including,
18 but not limited to, radio, television, including cable television,
19 pay-per-view television, and closed-circuit television and motion
20 pictures of the event. The notice of sanction shall substantially
21 state the following:
22 "Pursuant to the provisions of Section 601 et seq. of Title
23 3A of the Oklahoma Statutes and the rules of the Oklahoma
24 State Athletic Commission, THIS EVENT IS SANCTIONED BY THE

1 OKLAHOMA STATE ATHLETIC COMMISSION. Sanctioning Permit No.
2 _______."
3 G. All fees and other monies resulting from sanctioning
4 professional combative sports events, amateur mixed martial arts
5 events, and amateur kickboxing events and licenses shall be placed
6 to the credit of the Oklahoma State Athletic Commission Revolving
7 Fund.
8 SECTION 2. This act shall become effective November 1, 2026.
