15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
16 SECTION 1. NEW LAW A new section of law to be codified
17 in the Oklahoma Statutes as Section 1210.602 of Title 70, unless
18 there is created a duplication in numbering, reads as follows:
19 A. This act shall be known and may be cited as the "Oklahoma
20 Family Literacy Task Force Act".
21 B. There is hereby created the Oklahoma Family Literacy Task
22 Force. Said Task Force shall be advisory in nature and shall not
23 exercise regulatory or rulemaking authority. The Task Force shall
24 study and make recommendations regarding the development of a

1 comprehensive family literacy strategy for Oklahoma, including but
2 not limited to:
3 1. Establishing a working definition of family literacy
4 appropriate to Oklahoma's cultural, linguistic, rural, urban, and
5 tribal contexts;
6 2. Examining the relationship between low literacy levels and
7 poverty, workforce participation, health outcomes, and educational
8 attainment in Oklahoma;
9 3. Identifying and mapping existing family literacy, adult
10 education, early childhood education, library-based, and community
11 literacy programs operating in the state;
12 4. Identifying gaps, redundancies, and barriers to access for
13 families most impacted by low literacy, including low-income
14 families, rural communities, multilingual households, tribal
15 communities, and families experiencing generational poverty;
16 5. Reviewing evidence-based family literacy models implemented
17 in other states and nationally;
18 6. Recommending potential statutory, administrative, and
19 budgetary actions to support family literacy initiatives, including
20 pilot programs and interagency coordination; and
21 7. Proposing metrics to evaluate family literacy outcomes,
22 including child literacy benchmarks, adult credential attainment,
23 workforce outcomes, and family engagement indicators.

1 C. The Task Force shall consist of no more than twelve (12)
2 members, appointed as follows:
3 1. One representative of the State Department of Education,
4 appointed by the State Superintendent of Public Instruction;
5 2. One representative of Oklahoma CareerTech Adult Education,
6 appointed by the Director of CareerTech;
7 3. One representative of the Oklahoma public library system,
8 appointed by the Oklahoma Department of Libraries;
9 4. One representative from an institution of higher education
10 with expertise in literacy, education, or child development,
11 appointed by the Oklahoma State Regents for Higher Education;
12 5. One representative from the National Center for Family
13 Literacy, or a nationally recognized family literacy organization
14 with comparable expertise, appointed by the Speaker of the Oklahoma
15 House of Representatives in consultation with the President Pro
16 Tempore of the Oklahoma State Senate;
17 6. One representative from the Oklahoma workforce or economic
18 development system, appointed by the Governor;
19 7. One representative from the Department of Human Services or
20 the State Department of Health, appointed by the Governor;
21 8. One parent or caregiver of a child enrolled in an Oklahoma
22 public school, appointed by the Governor, with preference given to
23 individuals with lived experience related to adult literacy or
24 poverty;

1 9. One representative of a nonprofit organization providing
2 family or adult literacy services in Oklahoma, appointed by the
3 Governor;
4 10. One representative from a tribal education department or
5 tribal community organization, appointed by the Governor;
6 11. One member of the Oklahoma House of Representatives,
7 appointed by the Speaker of the House of Representatives; and
8 12. One member of the Oklahoma State Senate, appointed by the
9 President Pro Tempore of the Senate.
10 Appointing authorities shall make appointments within sixty (60)
11 days of the effective date of this act.
12 D. The State Department of Education shall provide staff
13 support to the Task Force. Members shall elect a chair from among
14 its members, and shall serve without compensation, but may be
15 reimbursed for travel expenses in accordance with the State Travel
16 Reimbursement Act, subject to available funding.
17 E. The Task Force shall submit a written report to the
18 Governor, the Speaker of the House of Representatives, and the
19 President Pro Tempore of the Senate no later than December 1, 2027.
20 F. The report shall include:
21 1. Findings from the Task Force's study;
22 2. A statewide definition of family literacy;
23 3. An inventory of existing programs and funding streams;

1 4. Policy recommendations, including proposed legislation or
2 pilot initiatives;
3 5. Estimated fiscal impacts and potential funding sources; and
4 6. Recommended performance metrics for future family literacy
5 initiatives.
6 G. The Task Force shall cease to exist upon submission of its
7 final report.
8 SECTION 2. This act shall become effective November 1, 2026.
