7 An Act relating to rights protected by the United
States Constitution; enacting the Civil Liberties
8 Protection Act; defining terms; prohibiting certain
actions by state governmental entities and political
9 subdivisions; prohibiting use of certain information;
providing for enforcement; requiring certain reports;
10 providing for civil action; providing for
noncodification; providing for codification; and
11 providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. NEW LAW A new section of law not to be
16 codified in the Oklahoma Statutes reads as follows:
17 This act shall be known and may be cited as the "Civil Liberties
18 Protection Act".
19 SECTION 2. NEW LAW A new section of law to be codified
20 in the Oklahoma Statutes as Section 2201 of Title 25, unless there
21 is created a duplication in numbering, reads as follows:
22 As used in this act, "unconstitutional federal actions" means
23 mass surveillance, data collection on pregnancies, religious
24 registries, or raids on houses of worship, schools or hospitals.

1 SECTION 3. NEW LAW A new section of law to be codified
2 in the Oklahoma Statutes as Section 2202 of Title 25, unless there
3 is created a duplication in numbering, reads as follows:
4 The State of Oklahoma recognizes the supremacy of the U.S.
5 Constitution but also affirms its duty to protect the civil
6 liberties of its residents. The provisions of this act ensure state
7 resources are not used to facilitate unconstitutional federal
8 actions, while also respecting lawful federal authority.
9 SECTION 4. NEW LAW A new section of law to be codified
10 in the Oklahoma Statutes as Section 2203 of Title 25, unless there
11 is created a duplication in numbering, reads as follows:
12 A. No state agency or political subdivision of the state shall
13 expend any funds or take any actions that would be a direct
14 violation of a person's rights protected pursuant to any provision
15 of the United States Constitution or any provision of federal law
16 that affords protection against violation of such rights.
17 B. No state agency or political subdivision of the state shall
18 expend any funds or take any actions which would assist any other
19 entity, including but not limited to any entity authorized by
20 provisions of federal law, to take any action that would violate a
21 person's rights protected pursuant to any provision of the United
22 States Constitution or any provision of federal law that affords
23 protection against violation of such rights.

1 SECTION 5. NEW LAW A new section of law to be codified
2 in the Oklahoma Statutes as Section 2204 of Title 25, unless there
3 is created a duplication in numbering, reads as follows:
4 No state agency shall collect, retain, or disclose pregnancy-
5 related data or religious affiliation information for the purpose of
6 federal enforcement. Any intergovernmental agreement that requires
7 such data sharing is declared null and void within Oklahoma.
8 SECTION 6. NEW LAW A new section of law to be codified
9 in the Oklahoma Statutes as Section 2205 of Title 25, unless there
10 is created a duplication in numbering, reads as follows:
11 A. The Attorney General shall provide legal defense for
12 Oklahomans targeted by unconstitutional federal actions.
13 B. The Attorney General shall issue an annual public report
14 listing any requests for assistance pursuant to this act based on
15 proposed actions or actions taken by a federal agency, including the
16 number of requests for assistance that were denied.
17 SECTION 7. NEW LAW A new section of law to be codified
18 in the Oklahoma Statutes as Section 2206 of Title 25, unless there
19 is created a duplication in numbering, reads as follows:
20 There is hereby created a cause of action if a state or
21 political subdivision unlawfully cooperates with prohibited federal
22 agencies or entities in violation of rights protected pursuant to
23 any provision of the United States Constitution or pursuant to any
24 federal law that affords protection against violation of such

1 rights. The action may be filed in the same manner as other civil
2 proceedings.
3 SECTION 8. NEW LAW A new section of law to be codified
4 in the Oklahoma Statutes as Section 2207 of Title 25, unless there
5 is created a duplication in numbering, reads as follows:
6 A. An employee of a state agency or employee of a political
7 subdivision shall be subject to discipline by the employing entity
8 for violations of the requirements of this act.
9 B. Any contractor, in performance of duties under a contract
10 with a state agency or with a political subdivision, shall be
11 subject to modification of contract terms based on violations of the
12 requirements of this act, or the contract may also be subject to
13 cancellation.
14 SECTION 9. This act shall become effective November 1, 2026.
