6 AS INTRODUCED
7 An Act relating to Medicaid; clarifying and
standardizing coverage and reimbursement for certain
8 maternal health services; providing for depression
screening for pregnant and postpartum women;
9 authorizing flexible payment structures for prenatal,
delivery, and postpartum care; establishing
10 presumptive eligibility for pregnant women; directing
coverage for certain technology-enabled and
11 community-based maternal health services; directing
coverage for certain maternal health services
12 delivered through remote and home-based care models;
providing for codification; and providing an
13 effective date.

16 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
17 SECTION 1. NEW LAW A new section of law to be codified
18 in the Oklahoma Statutes as Section 4013 of Title 56, unless there
19 is created a duplication in numbering, reads as follows:
20 A. The Oklahoma Medicaid Program shall reimburse for depression
21 screening during pregnancy and during the postpartum period, as
22 authorized by law.

1 B. The Oklahoma Health Care Authority shall apply for any
2 federal waiver, state plan amendment, or other authority necessary
3 to implement this section.
4 C. The Oklahoma Health Care Authority shall adopt rules to
5 implement this section.
6 SECTION 2. NEW LAW A new section of law to be codified
7 in the Oklahoma Statutes as Section 4014 of Title 56, unless there
8 is created a duplication in numbering, reads as follows:
9 A. The Oklahoma Medicaid Program shall reimburse for prenatal,
10 delivery, and postpartum services separately in lieu of a global
11 payment or an all-inclusive payment methodology for maternity
12 services.
13 B. Prenatal, delivery, and postpartum services include without
14 limitation:
15 1. Office visits;
16 2. Laboratory fees;
17 3. Physician ordered testing;
18 4. Blood work;
19 5. Remote monitoring;
20 6. Fetal nonstress tests; and
21 7. Continuous glucose monitors or other services for
22 gestational diabetes, when medically necessary.

1 SECTION 3. NEW LAW A new section of law to be codified
2 in the Oklahoma Statutes as Section 4015 of Title 56, unless there
3 is created a duplication in numbering, reads as follows:
4 A. The Oklahoma Medicaid Program shall make presumptive
5 eligibility determinations for pregnant women who are applying for
6 the program to improve access to prenatal care and allow prenatal
7 care to be delivered immediately while waiting for a full
8 application to be processed.
9 B. The program may designate one or more qualified entities to
10 screen for eligibility and immediately enroll pregnant women into
11 the program.
12 SECTION 4. NEW LAW A new section of law to be codified
13 in the Oklahoma Statutes as Section 4016 of Title 56, unless there
14 is created a duplication in numbering, reads as follows:
15 A. The Oklahoma Medicaid Program shall provide coverage and
16 reimbursement for self-measurement blood pressure monitoring
17 services for pregnant women and postpartum women.
18 B. Self-measurement blood pressure monitoring services shall
19 include:
20 1. Validated blood pressure monitoring devices, such as a blood
21 pressure cuff and replacement cuffs, as medically necessary, to
22 diagnose or treat hypertension;
23 2. Patient education and training on the setup and use of a
24 self-measurement blood measurement device that is validated for

1 clinical accuracy, device calibration, and the procedure for
2 obtaining self-measurement readings; and
3 3. Collection of data reports by the patient or caregiver for
4 submission to a health care provider to communicate blood pressure
5 readings and create or modify treatment plans.
6 SECTION 5. NEW LAW A new section of law to be codified
7 in the Oklahoma Statutes as Section 4017 of Title 56, unless there
8 is created a duplication in numbering, reads as follows:
9 A. 1. The Oklahoma Medicaid Program shall reimburse for
10 medically necessary remote ultrasound procedures utilizing
11 established Current Procedural Terminology codes for remote
12 ultrasound procedures when the patient is in a residence or other
13 off-site location from the health care provider of the patient and
14 the same standard of care is met.
15 2. Paragraph 1 of subsection A of this section shall apply to
16 the fee-for-service categories of the program and any managed care
17 plan within the program.
18 B. A remote ultrasound procedure shall be reimbursable when the
19 health care provider uses digital technology that:
20 1. Collects medical and other forms of health data from a
21 patient and electronically transmits the information securely to a
22 health care provider in a different location for interpretation and
23 recommendation;

1 2. Is compliant with the Health Insurance Portability and
2 Accountability Act (HIPAA) of 1996, 42 U.S.C. Section 1320d et seq.,
3 as it existed on January 1, 2025; and
4 3. Is approved by the United States Food and Drug
5 Administration.
6 SECTION 6. NEW LAW A new section of law to be codified
7 in the Oklahoma Statutes as Section 4018 of Title 56, unless there
8 is created a duplication in numbering, reads as follows:
9 The Oklahoma Medicaid Program shall reimburse for home
10 visitation services related to prenatal care and postpartum care
11 when such services are provided by doulas, community health workers,
12 or other qualified personnel, as determined by the Oklahoma Health
13 Care Authority.
14 SECTION 7. This act shall become effective November 1, 2026.
