6 AS INTRODUCED
7 An Act relating to elections; amending 26 O.S. 2021,
Section 2-124, which relates to appointment of
8 inspector, judge, and clerk of election precincts;
directing the secretary of the county election board
9 to make appointments every two years; requiring
submission of nominees list with two times the number
10 of county precincts; modifying procedure in case of
insufficient nominees; limiting appointment of
11 nominees outside list provided by county central
committee; and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. AMENDATORY 26 O.S. 2021, Section 2-124, is
16 amended to read as follows:
17 Section 2-124. A. The secretary of the county election board
18 shall appoint the inspector, judge and clerk of each precinct, to
19 serve terms of four (4) two (2) years each. The secretary's
20 appointments shall be made from the ranks of registered voters
21 within the county pursuant to the requirements of Section 2-123 of
22 this title.
23 B. 1. No later than June 15 of the year following a General
24 Election for Governor, the county central committees of the two

1 political parties with the highest number of registered voters in
2 the state, based on the latest January 15 registration report, shall
3 submit a list of nominees equal to three two times the number of
4 precincts in the county to the secretary of the county election
5 board.
6 2. The secretary of the county election board shall utilize the
7 list of nominees submitted by each party to appoint one precinct
8 official for each precinct from each party no later than July 1 of
9 the year following a General Election for a Governor. If no list is
10 submitted by a county central committee by the specified date, or if
11 the nominees are unable or unwilling to serve, or if the nominees do
12 not meet the eligibility requirements described in Section 2-131 of
13 this title, then the secretary of the county election board shall
14 appoint from the ranks of said party within the county. If the
15 county central committee for a political party submits a list by the
16 specified date, but the list does not contain the requested number
17 of nominees as provided in paragraph 1 of this subsection, then the
18 secretary of the county election board shall still appoint from the
19 list provided and only appoint outside this list if the nominees are
20 unable or unwilling to serve, or if the nominees do not meet the
21 eligibility requirements described in Section 2-131 of this title.
22 C. Terms shall begin July 1 of the year following a General
23 Election for Governor.

1 D. In the event of a vacancy, the secretary of the county
2 election board shall fill the unexpired term from within the ranks
3 of registered voters within the county in the manner described in
4 Section 2-123 of this title.
5 E. The secretary of the county election board shall maintain a
6 current list of all precinct officials, by their registered names
7 and which shall be available for precinct inspection by the public,
8 or provided by electronic means.
9 SECTION 2. This act shall become effective November 1, 2026.
