6 AS INTRODUCED
7 An Act relating to emergency management services;
recognizing Oklahoma Task Force 1 as the official
8 deployment asset team; authorizing the Oklahoma
Department of Emergency Management to promulgate
9 rules; making appropriations to the Department of
Emergency Management; stating purpose of
10 appropriations; providing restrictions on
appropriated funds; providing for noncodification;
11 providing for codification; and declaring an
emergency.

16 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
17 SECTION 1. NEW LAW A new section of law to be codified
18 in the Oklahoma Statutes as Section 330.99 of Title 63, unless there
19 is created a duplication in numbering, reads as follows:
20 A. The Oklahoma Task Force 1 (OK-TF1) shall be recognized as
21 the official deployment asset and urban search and rescue team of
22 the State of Oklahoma. The OK-TF1 shall be the first deployed asset
23 for any Emergency Management Assistance Compact-related requests
24 outside of the State of Oklahoma during any declared disasters.

1 B. The Oklahoma Department of Emergency Management is
2 authorized to promulgate and enforce rules governing the
3 administration, allowable uses, and oversight of the Emergency
4 Management Assistance Compact and Rescue Out of State Deployments
5 Revolving Fund.
6 SECTION 2. NEW LAW A new section of law not to be
7 codified in the Oklahoma Statutes reads as follows:
8 There is hereby appropriated to the Oklahoma Department of
9 Emergency Management, from any monies not otherwise appropriated
10 from the General Revenue Fund of the State Treasury for the fiscal
11 year ending June 30, 2027, the sum of Five Million Dollars
12 ($5,000,000.00) to be deposited in the Emergency Management
13 Assistance Compact and Rescue Out of State Deployments Revolving
14 Fund, and used by Oklahoma Task Force 1 for the direct reimbursement
15 of costs incurred during in-state or out-of-state task force
16 deployments.
17 SECTION 3. NEW LAW A new section of law not to be
18 codified in the Oklahoma Statutes reads as follows:
19 There is hereby appropriated to the Oklahoma Department of
20 Emergency Management, from any monies not otherwise appropriated
21 from the General Revenue Fund of the State Treasury for the fiscal
22 year ending June 30, 2027, the sum of Two Million Dollars
23 ($2,000,000.00) to be deposited in the Emergency Management
24 Assistance Compact and Rescue Out of State Deployments Revolving

1 Fund. Of those funds appropriated, the sum of One Million Dollars
2 ($1,000,000.00) shall be dedicated and utilized by the Oklahoma City
3 team of Oklahoma Task Force 1 solely for personnel, equipment,
4 logistics, transportation, lodging, and operational expenses. Funds
5 appropriated may also be used for deployment readiness and
6 capability enhancements including training, specialized equipment,
7 communications systems, canine acquisition, care and training, and
8 other resources necessary to support disaster response deployments.
9 Appropriated funds shall not be used for routine or daily fire
10 department operations, staffing, facilities, maintenance, or other
11 expenses not related to the task force. Of those funds
12 appropriated, the sum of One Million Dollars ($1,000,000.00) shall
13 be dedicated and utilized by the Tulsa team of Oklahoma Task Force 1
14 solely for personnel, equipment, logistics, transportation, lodging,
15 and operational expenses. Funds appropriated may also be used for
16 deployment readiness and capability enhancements including training,
17 specialized equipment, communications systems, canine acquisition,
18 care and training, and other resources necessary to support disaster
19 response deployments. Appropriated funds shall not be used for
20 routine or daily fire department operations, staffing, facilities,
21 maintenance, or other expenses not related to the task force.
22 SECTION 4. It being immediately necessary for the preservation
23 of the public peace, health or safety, an emergency is hereby
24

1 declared to exist, by reason whereof this act shall take effect and
2 be in full force from and after its passage and approval.
