8 An Act relating to professions and occupations;
establishing the Endorsed Plumbing Apprentice
9 License; defining terms; providing eligibility and
examination requirements; providing for codification;
10 and providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 1024 of Title 59, unless there
16 is created a duplication in numbering, reads as follows:
17 A. "Endorsed Apprentice" or "Endorsed Plumbing Apprentice"
18 means a registered apprentice who met the qualifications, pursuant
19 to OAC 158:30-5-1(f), to sit for the journeyman examination and
20 received a passing score on the examination, but who is working to
21 complete the required one (1) year of verifiable experience as a
22 registered apprentice prior to being issued the journeyman plumber
23 license.

1 B. Registered apprentices interested in sitting for the
2 journeyman examination may apply for approval to sit for the
3 examination by meeting the qualifications, pursuant to the following
4 requirements:
5 1. Endorsed plumbing apprentice is a registered plumbing
6 apprentice who met the qualifications pursuant to this section to
7 sit for the journeyman examination and received a passing score on
8 the examination, but who is working to complete the required one (1)
9 year of verifiable experience as a registered apprentice prior to
10 being issued the journeyman plumber license;
11 2. Registered plumbing apprentices interested in sitting for
12 the journeyman examination may apply for approval to sit for the
13 examination by meeting the following requirements:
14 a. the applicant must be at least seventeen (17) years of
15 age,
16 b. the applicant must be a registered plumbing
17 apprentice,
18 c. the applicant must have completed a formal education
19 program approved by the Committee of Plumbing
20 Examiners, with no grade lower than seventy percent
21 (70%) in all trade courses, and be in good standing
22 with the school,
23 d. the applicant must present transcripts showing the
24 Committee approved schools, the Committee approved

1 formal education program, courses, hours attended,
2 grades, any certificates achieved, and a vocational
3 diploma or certificate of completion for the specific
4 formal educational program and school that has been
5 approved by the Committee. The Administrator shall
6 make the final determination on acceptability of the
7 descried supporting documentation, and
8 e. the applicant must submit a completed endorsed
9 plumbing apprentice application form, all required
10 supported documentation, the apprentice application
11 fee as set forth in OAC 158:30-9-2, and the
12 examination fee (unless the examination fee is paid
13 directly to a testing provider) to the Construction
14 Industries Board.
15 C. If the endorsed plumbing apprentice completes one (1) year
16 of verifiable experience within three (3) years of the date the
17 endorsed apprentice received a passing score of the journeyman
18 examination, and if the endorsed apprentice is at least eighteen
19 (18) years of age, the endorsed apprentice may apply for a
20 journeyman plumber license without further journeyman examination by
21 submitting a completed journeyman plumber license application form,
22 all required supporting documentation, the journeyman application
23 fee and the initial journeyman license fee as set forth in OAC
24 158:30-9-2.

1 SECTION 2. This act shall become effective November 1, 2026.
