8 An Act relating to professions and occupations;
amending Section 4, Chapter 368, O.S.L. 2025 (59 O.S.
9 Supp. 2025, Section 1151.25a), which relates to
residential roofing endorsement; modifying
10 endorsement requirements; requiring minimum equal
education and training requirements for residential
11 and commercial roofers; prohibiting nonlicensed
roofers from discussing insurance coverage; providing
12 for penalties; providing for codification; and
providing an effective date.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
16 SECTION 1. AMENDATORY Section 4, Chapter 368, O.S.L.
17 2025 (59 O.S. Supp. 2025, Section 1151.25a), is amended to read as
18 follows:
19 Section 1151.25a. A. Except as otherwise provided in the
20 Roofing Contractor Registration Act, on and after the effective date
21 of this act November 1, 2026, every roofing contractor, except for
22 those defined in subsection G F of this section, offering to engage
23 in or engaging in performing residential roofing contractor work in
24 this state shall be required to receive a residential roofing

1 endorsement. To receive a residential roofing endorsement, the
2 roofing contractor shall be required to take and successfully pass a
3 residential roofing examination approved under the provisions of
4 this act with a minimum score of seventy percent (70%), and be in
5 compliance with all other provisions of this act and rules before
6 acting or being endorsed as a residential roofing contractor. For
7 applicants who have been registered and in good standing with the
8 Construction Industries Board on the effective date of this act,
9 there shall be a twelve-month grandfathering-in period from the
10 effective date of this act to either pass the exam or complete an
11 additional ten (10) hours of continuing education credits approved
12 in advance by the Committee of Roofing Examiners to be granted a
13 residential roofer endorsement. Any applicant who has been
14 registered, is in good standing with the Board, and possesses a
15 current commercial roofer endorsement on the effective date of this
16 act shall be exempt from the residential roofing examination and
17 additional ten (10) hours of continuing education credits required
18 to receive a residential roofing endorsement The Construction
19 Industries Board shall set forth educational and training
20 requirements for residential roofers that are no less than required
21 education and training for commercial roofers.
22 B. Examinations for a residential roofer endorsement shall be
23 uniform and practical in nature and sufficiently strict to test the
24 qualifications and fitness of the applicants for endorsement.

1 Examinations shall be in whole or in part in writing. Examinations
2 shall be offered at least monthly; dates, times, and locations shall
3 be determined by the registrar or third-party vendor with approval
4 of the registrar.
5 C. Any applicant initially failing to pass the examination
6 shall not be permitted to take another examination for a period of
7 thirty (30) days. Any applicant subsequently failing to pass the
8 examination shall not be permitted to take another examination for a
9 period of ninety (90) days. However, in a declared state of
10 emergency, the examination shall be available as often as possible
11 as determined by the registrar.
12 D. No residential roofer endorsement shall be renewed unless
13 the qualifying party has completed the required hours of continuing
14 education pursuant to subsection A of this section.
15 E. For all new applicants not registered and in good standing
16 with the Construction Industries Board prior to the effective date
17 of this act November 1, 2026, the Construction Industries Board
18 shall issue a residential roofer endorsement to qualifying
19 applicants no sooner than thirty (30) days from the date of
20 successful completion of the exam. New applicants shall not be
21 allowed to sell, offer, bid, inspect, or perform any residential
22 roofing contractor work in this state until a residential roofer
23 endorsement is issued.

1 F. E. For all applicants registered and in good standing with
2 the Construction Industries Board prior to the effective date of
3 this act November 1, 2026:
4 1. The residential roofer endorsement shall be issued
5 immediately upon compliance with the provisions of this section; and
6 2. Applicants shall be allowed to continue residential roofing
7 contractor work at all times during the residential roofer
8 endorsement application process.
9 G. F. The residential roofing endorsement shall not apply to
10 roofing labor contractors who:
11 1. Only provide roofing construction labor services;
12 2. Are working directly for a registered roofing contractor
13 that possesses a residential roofing endorsement; and
14 3. Are not providing any materials.
15 SECTION 2. NEW LAW A new section of law to be codified
16 in the Oklahoma Statutes as Section 1115.25B of Title 59, unless
17 there is created a duplication in numbering, reads as follows:
18 A. Roofers who are not licensed under the Oklahoma Insurance
19 Code may not represent, advise, or interpret insurance coverage or
20 shall be subject to penalties under this section, but may provide
21 construction-related information such as damage observations, repair
22 estimates, scope of work, and discussions with adjusters.
23 B. Violations of this section shall be submitted to the
24 Construction Industries Board with any determined violation to be

1 fined up to One Thousand Dollars ($1,000.00) per violation, to be
2 determined by the Board.
3 SECTION 3. This act shall become effective November 1, 2026.
