6 AS INTRODUCED
7 An Act relating to professions and occupations;
providing renewal and reinstatement procedures for
8 expired unlimited journeyman electrician and
residential journeyman licenses; authorizing renewal
9 without reexamination after more than one year of
expiration under certain conditions; directing the
10 Construction Industries Board to establish fees and
implement rules; repealing 59 O.S. 2021, Section
11 1688, which relates to terms of licensure and
renewals; providing for codification; and providing
12 an effective date.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
16 SECTION 1. NEW LAW A new section of law to be codified
17 in the Oklahoma Statutes as Section 1688.2 of Title 59, unless there
18 is created a duplication in numbering, reads as follows:
19 A. All electrical licenses shall expire annually on the last
20 day of the birth month of the licensee and may be renewed upon
21 application and payment of fees within thirty (30) days before or
22 after the expiration date. Licenses renewed more than thirty (30)
23 days after expiration shall be subject to late fees and any

1 applicable continuing education requirements as currently provided
2 by law and rule.
3 B. Notwithstanding any other provision of law or rule, an
4 Unlimited Journeyman Electrician License or Residential Journeyman
5 Electrician License that has been expired for longer than one (1))
6 year may be renewed or reinstated without reexamination if the
7 applicant satisfies all of the following:
8 1. Submits a complete renewal and reinstatement application to
9 the Construction Industries Board;
10 2. Pays the standard annual renewal fee for each year the
11 license has been expired, plus all accrued late fees, including a
12 reinstatement penalty fee established by the Board not to exceed Two
13 Hundred Dollars ($200.00) per full year of expiration;
14 3. Completes all continuing education hours that would have
15 been required had the license remained active during the period of
16 expiration, plus an additional six (6) hours of Board-approved
17 continuing education for each full year or portion thereof during
18 which the license has been expired; and
19 4. Provides verification satisfactory to the Board that the
20 applicant has not been subject to final disciplinary action that
21 would preclude licensure and has not been convicted of a crime that
22 has a direct bearing on the applicant's fitness to practice as an
23 electrician.

1 C. The provisions of subsection B of this section shall apply
2 exclusively to Unlimited Journeyman Electrician Licenses and
3 Residential Journeyman Electrician Licenses issued pursuant to the
4 Electrical License Act. These provisions shall not apply to
5 Electrical Contractor Licenses, Unlimited Electrical Contractor
6 Licenses, or any other license classification.
7 D. The Construction Industries Board, upon recommendation of
8 the Committee of Electrical Examiners, shall promulgate rules
9 necessary to implement subsection B of this section, including, but
10 not limited to, procedures for documenting continuing education
11 completed during periods of expiration and the schedule of
12 reinstatement penalty fees. Such rules shall be promulgated no
13 later than one hundred eighty (180) days following the effective
14 date of this act.
15 SECTION 2. REPEALER 59 O.S. 2021, Section 1688, is
16 hereby repealed.
17 SECTION 3. This act shall become effective November 1, 2026.
