6 AS INTRODUCED
7 An Act relating to the 2030 census; creating the 2030
Census Complete Count Committee; providing the
8 membership of the Committee; directing the Committee
to select a chair and vice-chair; clarifying that a
9 majority of the members shall constitute a quorum;
providing process for members to be reimbursed for
10 travel expenses; stipulating that members shall serve
at the pleasure of their respective appointing
11 authority; directing for staff to be provided by the
State Data Center; directing the Committee to develop
12 and implement a census outreach, promotion,
recruiting, and enumeration assistance plan;
13 permitting the creation of subcommittees; providing
additional duties and responsibilities of the
14 Committee; requiring the first meeting to be called
by certain date; requiring appointments by certain
15 date; directing the Committee to submit a final
report; providing for codification; and providing an
16 effective date.

19 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
20 SECTION 1. NEW LAW A new section of law to be codified
21 in the Oklahoma Statutes as Section 146 of Title 14, unless there is
22 created a duplication in numbering, reads as follows:
23 A. There is hereby created the "2030 Census Complete Count
24 Committee" hereinafter referred to as the Committee.

1 B. The Committee shall consist of sixteen (16) members as
2 follows:
3 1. One legislative member from the Oklahoma State Senate
4 appointed by the President Pro Tempore of the Senate;
5 2. One legislative member from the Oklahoma House of
6 Representatives appointed by the Speaker of the House of
7 Representatives;
8 3. One legislative member from the Oklahoma State Senate
9 appointed by the Minority Leader of the Senate;
10 4. One legislative member from the Oklahoma House of
11 Representatives appointed by the Minority Leader of the House of
12 Representatives;
13 5. Six members representing state and local governments
14 reflecting the geographic diversity of the state. Two members will
15 be appointed by the Governor, two members will be appointed by the
16 Speaker of the House of Representatives and two members will be
17 appointed by the President Pro Tempore of the Senate;
18 6. Three members representing nonprofit and private
19 organizations, one each appointed by the Governor, the Speaker of
20 the House of Representatives, and the President Pro Tempore of the
21 Senate; and
22 7. Three members representing ethnic or language minority
23 groups, one each appointed by the Governor, Speaker of the House of
24 Representatives, and the President Pro Tempore of the Senate.

1 C. The Committee shall select a chair and vice-chair and such
2 other officers as the members of the Committee deem necessary. A
3 majority of the members of the Committee shall constitute a quorum
4 to transact business, but no vacancy shall impair the right of the
5 remaining members to perform the duties and responsibilities of the
6 Committee.
7 D. All nonlegislative members shall be reimbursed for travel
8 expenses incurred in carrying out their duties as members of the
9 Committee, by the appointing authority, pursuant to the provisions
10 of the State Travel Reimbursement Act. Legislative members shall be
11 reimbursed by the body from which they serve.
12 E. The members shall serve at the pleasure of their respective
13 appointing authority.
14 F. The staff for the Committee shall be provided by the State
15 Data Center of the Legislative Services Bureau.
16 G. The Committee is charged with developing and implementing a
17 census outreach, promotion, recruiting, and enumeration assistance
18 plan of action designed to assure a full count of the population of
19 Oklahoma for the 2030 Decennial Census. The census outreach
20 strategy shall include, but not be limited to, state agency
21 initiatives to encourage participation in the 2030 Census, the
22 establishment and support of school-based outreach programs,
23 partnerships with nonprofit community-based organizations, and a
24 multilingual, multimedia campaign designed to ensure an accurate and

1 complete count of the state's population. To assist in carrying out
2 its duties, the Committee may create and appoint subcommittees as it
3 deems appropriate and shall solicit participation from relevant
4 experts and practitioners involved in census issues.
5 H. Additional duties and responsibilities of the Committee
6 shall be to:
7 1. Establish a set of goals and the steps to be taken each year
8 so that Oklahoma will achieve a full count for the 2030 Census,
9 including implementing strategies to reach hard-to-count populations
10 and hard-to-enumerate areas;
11 2. Set a framework for state participation in the programs of
12 the U.S. Census Bureau for improving both the state's housing unit
13 database and counting methodology;
14 3. Explain the importance of a full count to the people of
15 Oklahoma through public announcements and publications;
16 4. Increase the self-response rate for households responding
17 online, by phone, or mailing back their questionnaire through a
18 focused, structured, neighbor-to-neighbor program;
19 5. Utilize the local knowledge, expertise, and influence of
20 each Committee member to design and implement a census awareness
21 campaign targeted to the community;
22 6. Review and implement, as feasible, the written
23 recommendations of the Oklahoma Census 2020 Complete Count
24 Committee; and

1 7. Make annual recommendations to the Legislature and the
2 Governor regarding any matters necessary for reaching the goals and
3 accomplishing the goal of a full count for the 2030 Census.
4 I. The State Data Center shall call the first meeting no later
5 than July 1, 2027, and the Committee shall meet thereafter at the
6 call of the chair, with a minimum of one meeting per year.
7 J. The appointing authorities shall make their official
8 appointments to the Committee by March 1, 2027, and shall notify the
9 State Data Center of the person so appointed.
10 K. The Committee shall submit a final report of its activities
11 to the Governor, the Speaker of the House of Representatives, and
12 the President Pro Tempore of the Senate no later than June 1, 2030.
13 SECTION 2. This act shall become effective November 1, 2026.
