6 AS INTRODUCED
7 An Act relating to state government; requiring
judicial rulings based on provisions of Section 32 or
8 46 of Article V of the Oklahoma Constitution to
contain specific findings; providing for
9 codification; and providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. NEW LAW A new section of law to be codified
14 in the Oklahoma Statutes as Section 452.9A of Title 74, unless there
15 is created a duplication in numbering, reads as follows:
16 In the event a court of this state determines that a legislative
17 measure violates the provisions of the Oklahoma Constitution which
18 prohibit certain local or special laws pursuant to Section 32 or 46
19 of Article V, the court shall provide written findings containing
20 the specific reason or reasons for the ruling.
21 SECTION 2. This act shall become effective November 1, 2026.
