7 An Act relating to professions and occupations;
amending 59 O.S. 2021, Sections 1003, 1005, and 1009,
8 which relate to definitions, examinations, and
duration of plumbing licenses; modifying definitions;
9 updating statutory references; requiring certain
score on certain examination; establishing certain
10 qualifications for certain examinations; establishing
certain license time period; and providing an
11 effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. AMENDATORY 59 O.S. 2021, Section 1003, is
16 amended to read as follows:
17 As used in The Plumbing License Law of 1955:
18 1. "Board" means the Construction Industries Board;
19 2. "Committee" means the Oklahoma State Committee of Plumbing
20 Examiners appointed by the Construction Industries Board;
21 3. "Plumbing Hearing Board" means the State Plumbing Hearing
22 Board which shall consist of a designee of the Construction
23 Industries Board, as chair, and the members of the Oklahoma State
24 Committee of Plumbing Examiners;

1 4. "Apprentice" or "plumber's apprentice" means any person
2 sixteen (16) years of age or older who, as the principal occupation
3 of the person, is engaged in learning and assisting in the
4 installation of plumbing under the direct supervision of a licensed
5 journeyman plumber or plumbing contractor;
6 5. "Journeyman plumber" means any person other than a master
7 plumber or plumbing contractor who engages in or works at the actual
8 installation, alteration, repair and/or renovation of plumbing
9 licensed as a temporary, residential, or unlimited journeyman
10 plumber;
11 6. "Temporary journeyman plumber" means any person other than a
12 person permanently licensed as a journeyman plumber, master plumber,
13 or plumbing contractor in this state who meets the temporary
14 licensure requirements of Section 1006.1 of this title;
15 7. "Master plumber" is a term used and defined under laws which
16 have been repealed. A person formerly known as a master plumber is
17 henceforth to be known as a "plumbing contractor" as defined in this
18 section;
19 8. "Plumbing contractor" means any person who is skilled in the
20 planning, superintending, and practical installation of plumbing and
21 who is familiar with the laws and rules governing the same licensed
22 as a residential or unlimited plumbing contractor or someone
23 formerly known and licensed as a master plumber. This definition
24 may be construed to mean any person who has qualified and is

1 licensed under The Plumbing License Law of 1955 as a plumbing
2 contractor, who may operate as an individual, a firm, partnership,
3 limited liability company, or corporation, or other legal entity to
4 engage in the business of plumbing, or the business of contracting
5 to do plumbing, or furnish labor or materials or both for the
6 installation, repair, maintenance, or renovation of plumbing
7 according to the requirements of The Plumbing License Law of 1955;
8 9. 8. "Plumbing" means, and includes:
9 a. all piping, fixtures, appurtenances, and appliances
10 for, and in connection with, a supply of water within
11 or adjacent to any building, structure, or conveyance,
12 on the premises and to the connection with a water
13 main or other source of supply,
14 b. all piping, fixtures, appurtenances, and appliances
15 for sanitary drainage or storm drainage facilities,
16 including venting systems for such facilities, within
17 or adjacent to any building, structure, or conveyance,
18 on the premises and to the connection with a public
19 disposal system or other acceptable terminal,
20 c. the installation, repair, maintenance, and renovation
21 of all piping, fixtures, appurtenances, and appliances
22 for a supply of water, or for the disposal of waste
23 water, liquid waste, or sewage within or adjacent to
24 any building, structure, or conveyance, on the

1 premises and to the source of supply of water or point
2 of disposal of wastes, and
3 d. the installation, repair, and maintenance of radiant-
4 floor heating system piping in residential homes with
5 capacities no greater than one hundred thousand
6 (100,000) BTU's BTUs using only piping approved by the
7 most current adopted edition of the International
8 Mechanical Code; and
9 9. "Residential journeyman plumber" means any person who is
10 qualified and licensed, other than a plumbing contractor, to engage
11 in or work at the actual installation, alteration, repair, or
12 renovation site of residential plumbing. Residential plumbing is
13 limited to the type and category of journeyman plumbing license for
14 supervising and performing plumbing work for detached one- or two-
15 family dwellings;
16 10. "Residential plumbing contractor" means any person who is
17 qualified and licensed as a residential plumbing contractor where
18 the license limits the plumbing contractor to contracting,
19 supervising, and performing plumbing work for detached one- or two-
20 family dwellings;
21 11. "Unlimited journeyman plumber" means any person other than
22 a master plumber or plumbing contractor who engages in or works at
23 the actual installation, alteration, repair, or renovation of
24 plumbing;

1 12. "Unlimited plumbing contractor" means any person who is
2 skilled in the planning, superintending, and practical installation
3 of plumbing and who is familiar with the laws and rules governing
4 the same; and
5 13. "Variance and Appeals Board" means the Oklahoma State
6 Plumbing Installation Code Variance and Appeals Board.
7 SECTION 2. AMENDATORY 59 O.S. 2021, Section 1005, is
8 amended to read as follows:
9 Section 1005. (a) A. Examinations shall be uniform and shall
10 be practical in nature but sufficiently strict to test the
11 qualification and fitness of the applicant as a journeyman plumber
12 or as a plumbing contractor, as the case may be. It An examination
13 shall be in whole or in part in writing.
14 (b) B. Regular examinations shall be held at least twice each
15 year and special examinations may be fixed by the Oklahoma State
16 Committee of Plumbing Examiners. Any applicant initially failing to
17 pass the examination shall not be permitted to take another
18 examination for a period of thirty (30) days, and thereafter any
19 such applicant subsequently failing to pass the examination shall
20 not be permitted to take a subsequent examination for a period of
21 ninety (90) days.
22 C. An applicant for a residential journeyman plumber
23 examination shall be eighteen (18) years of age or older and have:

1 1. Three (3) years of experience in the plumbing trade while
2 employed by a licensed plumbing contractor;
3 2. Two (2) years of experience in the plumbing trade while
4 employed by a licensed plumbing contractor with written approval
5 from the supervising licensed plumbing contractor;
6 3. An associate's degree or vocational diploma certifying
7 completion of a formal plumbing educational program approved by the
8 Committee consisting of a minimum of one thousand (1,000) classroom
9 hours from an educational institution approved by the Oklahoma State
10 Committee of Plumbing Examiners and a minimum of two thousand
11 (2,000) hours of experience in the plumbing trade while employed by
12 a licensed plumbing contractor;
13 4. Two (2) years of experience in the plumbing trade while
14 serving in the United States Armed Forces; or
15 5. A current, valid, equivalent out-of-state residential
16 journeyman plumber license, and be a resident of this state.
17 D. An applicant for an unlimited journeyman plumber examination
18 shall be eighteen (18) years of age or older and have:
19 1. Three (3) years of experience in the plumbing trade while
20 employed by a licensed plumbing contractor;
21 2. An associate's degree or vocational diploma certifying
22 completion of a formal plumbing educational program approved by the
23 Committee consisting of a minimum of one thousand (1,000) classroom
24 hours from an educational institution approved by the Oklahoma State

1 Committee of Plumbing Examiners and a minimum of two thousand
2 (2,000) hours of experience in the plumbing trade while employed by
3 a licensed plumbing contractor;
4 3. Three (3) years of experience in the plumbing trade while
5 serving in the United States Armed Forces; or
6 4. A current, valid, equivalent out-of-state unlimited
7 journeyman plumber license, and be a resident of this state.
8 E. An applicant for a residential plumbing contractor
9 examination shall be eighteen (18) years of age or older and have at
10 a minimum one (1) year of experience as a licensed residential
11 journeyman plumber while employed by a licensed plumbing contractor.
12 Additionally, such applicant shall have:
13 1. An associate's degree or vocational diploma certifying
14 completion of a formal plumbing educational program approved by the
15 Committee consisting of a minimum of one thousand (1,000) classroom
16 hours from an educational institution approved by the Oklahoma State
17 Committee of Plumbing Examiners and a minimum of four thousand
18 (4,000) hours of experience in the plumbing trade while employed by
19 a licensed plumbing contractor;
20 2. Two (2) years of experience in the plumbing trade while
21 serving in the United States Armed Forces; or
22 3. A current, valid, equivalent out-of-state plumbing
23 contractor license, and be a resident of this state.

1 F. An applicant for an unlimited plumbing contractor
2 examination shall be eighteen (18) years of age or older and have at
3 a minimum one (1) year of experience as a licensed unlimited
4 journeyman plumber while employed by a licensed unlimited plumbing
5 contractor. Additionally, such applicant shall have:
6 1. An associate's degree or vocational diploma certifying
7 completion of a formal plumbing educational program approved by the
8 Committee consisting of a minimum of one thousand (1,000) classroom
9 hours from an educational institution approved by the Oklahoma State
10 Committee of Plumbing Examiners and a minimum of four thousand
11 (4,000) hours of experience in the plumbing trade while employed by
12 a licensed plumbing contractor;
13 2. Two (2) years of experience in the plumbing trade while
14 serving in the United States Armed Forces; or
15 3. A current, valid, equivalent out-of-state plumbing
16 contractor license, and be a resident of this state.
17 G. The Construction Industries Board may promulgate rules as
18 necessary to effectuate the provisions of this section.
19 SECTION 3. AMENDATORY 59 O.S. 2021, Section 1009, is
20 amended to read as follows:
21 Section 1009. No A. Except for unlimited journeyman plumber or
22 residential journeyman plumber licenses which may be issued for
23 three (3) years, no license shall be issued for longer than one (1)
24 year and all licenses shall expire on the last day in the birth

1 month of the licensee and shall be in alignment with continuing
2 education requirements. Such licenses may be renewed upon
3 application and payment of fees within thirty (30) days preceding or
4 following the date the license renewal is due. No journeyman or
5 contractor license shall be renewed unless the licensee has
6 completed the required hours of continuing education as determined
7 and approved by the Oklahoma State Committee of Plumbing Examiners.
8 B. The Committee may renew licenses upon application made more
9 than thirty (30) days following the date of expiration only upon
10 payment of the renewal and additional fee prescribed and upon
11 compliance with any applicable continuing education requirements as
12 established by the Construction Industries Board and this act The
13 Plumbing License Law of 1955. Provided, that no penalty for renewal
14 shall be charged to any holder of a license which expires while such
15 holder is in military service if application is made within one (1)
16 year following discharge from the military service.
17 C. Apprentice registration certificates expire one (1) year
18 after date of registration, at which time the apprentice may
19 reregister.
20 SECTION 4. This act shall become effective November 1, 2026.
