7   An Act relating to cities and towns; requiring

    municipal bond proposals to contain one subject and

8   express subject in ballot title; clarifying that

    multiple proposals shall be permitted; providing test

9   to determine whether proposal violates act; providing

    for codification; and providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.      NEW LAW  A new section of law to be codified

15 in the Oklahoma Statutes as Section 13-113 of Title 26, unless there

16 is created a duplication in numbering, reads as follows:

17  A. Every municipal bond proposal to be voted on by the citizens

18 of that municipality shall contain only one subject and the subject

19 shall be expressed and defined in its ballot title.

20  B. Multiple bond proposals shall be permitted to be on the same

21 ballot, provided they require separate votes to be cast.

22  C. A bond proposal may violate this act if the monies raised

23 through the bond are appropriated and spent by more than a single

24 agency, department, or director within the municipality.

1   SECTION 2. This act shall become effective November 1, 2026.
