6 AS INTRODUCED
7 An Act relating to the Oklahoma Center for the
Advancement of Science and Technology; amending 74
8 O.S. 2021, Section 5060.6, which relates to the
Oklahoma Center for the Advancement of Science and
9 Technology board of directors; directing for select
board members to serve two-year terms; directing that
10 terms shall return to four-year terms; and declaring
an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. AMENDATORY 74 O.S. 2021, Section 5060.6, is
15 amended to read as follows:
16 Section 5060.6. A. The board of directors for the Oklahoma
17 Science and Technology Research and Development (OSTRaD) Board shall
18 consist of nine (9) members and shall be comprised as follows:
19 1. Four members appointed by the Governor as follows:
20 a. two members representing a higher education
21 institution technology transfer office within this
22 state or a scientist or engineer with extensive
23 experience managing applied scientific or
24 technological research, and

1 b. two members who are or who have served as executive
2 officers in industries of life sciences, biotech,
3 autonomous systems, aerospace, energy, information
4 technology, other emerging technologies or finance;
5 2. Two members appointed by the President Pro Tempore of the
6 Senate who are or who have served as executive officers in
7 industries of life sciences, biotech, autonomous systems, aerospace
8 systems, aerospace, energy, information technology, other emerging
9 technologies or finance, one of whom resides within this state in a
10 current U.S. Census Bureau metropolitan statistical area containing
11 at least five hundred thousand (500,000) residents according to the
12 most recent Federal Decennial Census and one of whom resides within
13 this state and outside the metropolitan statistical areas described
14 in this paragraph;
15 3. Two members appointed by the Speaker of the House of
16 Representatives who are or who have served as executive officers in
17 industries of life sciences, biotech, autonomous systems, aerospace
18 systems, aerospace, energy, information technology, other emerging
19 technologies or finance, one of whom resides within this state in a
20 current U.S. Census Bureau metropolitan statistical area containing
21 at least five hundred thousand (500,000) residents according to the
22 most recent Federal Decennial Census and one of whom resides within
23 this state and outside the metropolitan statistical areas described
24 in this paragraph; and

1 4. The Secretary of Science and Innovation.
2 B. The Secretary of Science and Innovation, or a designee of
3 the Governor, shall serve as chair.
4 C. In making appointments to the Oklahoma Science and
5 Technology Research and Development Board, appropriate consideration
6 shall be given to representation upon the Board by race, gender and
7 geographical area.
8 D. With the exception of the Secretary of Science and
9 Innovation, all members shall serve a four-year term at the pleasure
10 of their appointing authority.
11 E. The Board shall meet at least once each calendar quarter and
12 at such other times:
13 1. Upon call of the chair;
14 2. Upon call of the chief executive officer of the OSTRaD or
15 the Institute; or
16 3. Upon written request of a majority of the board members.
17 F. Five voting members of the Board shall constitute a quorum.
18 A quorum of the Board shall be necessary to transact business. All
19 actions of the board members shall be made by a majority of the
20 quorum present.
21 G. The members of the Board shall not be subject to the dual-
22 office-holding prohibitions set forth in Section 6 of Title 51 of
23 the Oklahoma Statutes.

1 H. Beginning June 30, 2026, two members appointed by the
2 Governor, one member appointed by the President Pro Tempore of the
3 Senate, and one member appointed by the Speaker of the House of
4 Representatives, shall serve a two-year term. Each appointing
5 authority shall determine which of their appointees shall serve the
6 two-year term. At the expiration of the two-year term, those board
7 positions shall resume serving four-year terms.
8 SECTION 2. It being immediately necessary for the preservation
9 of the public peace, health or safety, an emergency is hereby
10 declared to exist, by reason whereof this act shall take effect and
11 be in full force from and after its passage and approval.
