6 AS INTRODUCED
7 An Act relating to schools; defining high-dosage
tutoring; providing elements of high-dosage tutoring
8 definition; providing for codification; and providing
an effective date.

11 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
12 SECTION 1. NEW LAW A new section of law to be codified
13 in the Oklahoma Statutes as Section 24-165 of Title 70, unless there
14 is created a duplication in numbering, reads as follows:
15 High-dosage tutoring is defined as an evidence-based, intensive
16 academic intervention delivered to students enrolled in a public
17 school district participating in an Oklahoma high-dosage tutoring
18 program. High-dosage tutoring shall include the following
19 components, consistent with National Student Support Accelerator
20 research on effective tutoring models:
21 1. Three thirty (30) to forty-five (45) minute sessions per
22 week, embedded during or immediately after the school day;
23 2. Delivered by a consistent, trained tutor;

1 3. Provided in a one-to-one or small group format, with no more
2 than four students per tutor unless otherwise approved by the State
3 Department of Education;
4 4. Implemented for no fewer than ten (10) week sessions; and
5 5. Regular assessment data usage to understand student
6 strengths and needs.
7 SECTION 2. This act shall become effective November 1, 2026.
