7   An Act relating to the Pardon and Parole Board;

    amending 57 O.S. 2021, Section 332.15, which relates

8   to conflicts of interest; updating language; and

    providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      AMENDATORY  57 O.S. 2021, Section 332.15, is

14 amended to read as follows:

15  Section 332.15. A. From and after the effective date of this

16 act, no member of the Pardon and Parole Board and/or their or his or

17 her law firm or, law partners, or associate may represent in a legal

18 capacity any inmate incarcerated in any state penal institution. If

19 a member of the Pardon and Parole Board, or his or her law partners

20 or associate or any member of his or her law firm undertakes the

21 representation of an inmate in violation of this prohibition the

22 member of the Board shall forfeit his or her office. In any case in

23 which an inmate requesting a pardon or parole was represented in a

24 legal capacity by any member of the Pardon and Parole Board and/or

1 their or his or her law firm or, law partners, or associate prior to

2 imposition of a prison term, the Board member who represented such

3 inmate shall be disqualified from voting on such inmate's the

4 request by the inmate for a pardon or parole.

5   B. A member of the Pardon and Parole Board shall uphold and

6 promote the independence, impartiality, fairness, and integrity of

7 the Board, and should avoid impropriety or the appearance of

8 impropriety.

9   C. If any Pardon and Parole Board member determines

10 circumstances would cause a reasonable person with knowledge of all

11 the relevant facts to question his or her impartiality in a specific

12 matter, or creates the appearance of impropriety, the Pardon and

13 Parole Board member shall disclose any potential conflict of

14 interest and shall withdraw from participation in the matter.

15  SECTION 2. This act shall become effective November 1, 2026.
