6 AS INTRODUCED
7 An Act relating to state employee compensation;
providing for salary increase for certain state
8 employees; specifying certain employees not eligible
for salary increase; providing for noncodification;
9 providing an effective date; and declaring an
emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. NEW LAW A new section of law not to be
14 codified in the Oklahoma Statutes reads as follows:
15 A. Effective July 1, 2026, each state employee who was in full-
16 time status as of June 30, 2019, and who is working in the same
17 position as of July 1, 2026, and who has not received an increase in
18 salary since June 30, 2019, shall receive a salary increase of five
19 percent (5%).
20 B. The provisions of this section shall not be applicable to
21 any person employed by the Oklahoma State Regents for Higher
22 Education or employed by any college or university within The
23 Oklahoma State System of Higher Education.

1 C. The provisions of this section shall not be applicable to
2 any person employed by a common school district.
3 SECTION 2. This act shall become effective July 1, 2026.
4 SECTION 3. It being immediately necessary for the preservation
5 of the public peace, health or safety, an emergency is hereby
6 declared to exist, by reason whereof this act shall take effect and
7 be in full force from and after its passage and approval.
