6                            AS INTRODUCED

7   An Act relating to public health and safety;

    establishing the requirements the platform is

8   required to have; making appropriations; stating

    amount and purpose; providing funding for a statewide

9   health platform; providing for codification;

    providing an effective date; and declaring an

10  emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.      NEW LAW  A new section of law to be codified

15 in the Oklahoma Statutes as Section 1-103.1 of Title 63, unless

16 there is created a duplication in numbering, reads as follows:

17  The funds appropriated in Section 2 of this act shall be used

18 exclusively to contract for and implement a statewide, enterprise-

19 wide, cloud-based communication, and care coordination HIPAA-

20 compliant platform that:

21  1. Provides every licensed hospital, Emergency Management

22 Services (EMS) agency, and public health entity in the State of

23 Oklahoma with real-time, HIPAA-compliant team alerting, live video

24 consultation, electrocardiogram (ECG) and image sharing, patient

1 channeling, and mass casualty and multiple casualty incident

2 management for time-sensitive emergencies including stroke, ST-

3 elevation myocardial infarction (STEMI), trauma, sepsis, cardiac

4 arrest, respiratory failure, pediatric emergencies, other general

5 emergencies, and natural disasters; and

6   2. Creates one unified operating platform connecting all

7 emergency response entities across the entire state.

8   SECTION 2. There is hereby appropriated to the Oklahoma State

9 Department of Health from any monies not otherwise appropriated from

10 the General Revenue Fund of the State Treasury for the fiscal year

11 ending June 30, 2027, the sum of Three Million Six Hundred Thousand

12 Dollars ($3,600,000.00) or so much thereof as may be necessary to

13 implement the provisions of Section 1 of this act.

14  SECTION 3. This act shall become effective July 1, 2026.

15  SECTION 4. It being immediately necessary for the preservation

16 of the public peace, health or safety, an emergency is hereby

17 declared to exist, by reason whereof this act shall take effect and

18 be in full force from and after its passage and approval.
