6 AS INTRODUCED
7 An Act relating to education; requiring public
schools to provide annual instruction to students on
8 firearm safety; requiring the Department of Education
to consult with the Council on Law Enforcement
9 Education and Training; mandating the development or
approval of an appropriate program; requiring certain
10 topics to be taught; prohibiting certain viewpoints
and live firearm rounds; providing an effective date;
11 and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 11-103.6q of Title 70, unless
16 there is created a duplication in numbering, reads as follows:
17 A. Beginning with the 2026-2027 school year, every public school
18 in this state shall annually provide students with age-appropriate
19 and grade-appropriate instruction on firearm safety. The instruction
20 shall begin with the earliest appropriate grade, as determined by
21 the Department of Education, in consultation with the Council On Law
22 Enforcement Education and Training, and shall continue in each
23 subsequent grade through grade twelve (12). In determining the
24 earliest appropriate grade for instruction on firearm safety, the

1 Department shall study all relevant data and risk factors, including
2 the earliest age at which incidents of injury involving firearms are
3 reported and the earliest age at which children are susceptible to
4 harm from found firearms. For purposes of this section, public
5 schools shall include charter schools and virtual charter schools.
6 B. 1. The Department of Education, in consultation with the
7 Council On Law Enforcement Education and Training, shall develop or
8 approve a curriculum or program of instruction on firearm safety.
9 The departments shall not approve a curriculum or program of
10 instruction if the curriculum, program of instruction, or any
11 materials used as part of the curriculum or program of instruction
12 bear a brand or organizational affiliation.
13 2. The instruction required under subsection A of this section
14 may be provided in a classroom setting, through the viewing of a
15 video, or through the review of online resources or materials, as
16 determined by the Department of Education.
17 3. Each school shall determine how best to incorporate the
18 instruction required under subsection A of this section into the
19 school year.
20 C. The instruction required under subsection A of this section
21 shall:
22 1. Teach students:
23 a. Safe storage of firearms;
24 b. School safety relating to firearms;

1 c. How to avoid injury if the student finds a firearm;
2 d. To never touch a found firearm; and
3 e. To immediately notify an adult of the location of a found
4 firearm;
5 2. Be viewpoint neutral on political topics such as gun rights,
6 gun violence, and the Second Amendment to the United States
7 Constitution; and
8 3. Not include the use or presence of live ammunition, live
9 fire, or live firearms.
10 SECTION 2. This act shall become effective July 1, 2026.
11 SECTION 3. It being immediately necessary for the preservation
12 of the public peace, health or safety, an emergency is hereby
13 declared to exist, by reason whereof this act shall take effect and
14 be in full force from and after its passage and approval.
