7 An Act relating to public health and safety;
directing hospitals and health care facilities to
8 post certain signage; stating signage requirements;
directing hospitals and health care facilities to
9 develop certain protocols and procedures; directing
the State Department of Health to promulgate rules;
10 providing for codification; and providing an
effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 1-114.4 of Title 63, unless
16 there is created a duplication in numbering, reads as follows:
17 A. Upon the effective date of this act, every hospital and
18 health care facility in this state shall be required to post
19 domestic violence and human trafficking signage in conspicuous areas
20 throughout the hospital and health care facility and in areas deemed
21 private and restricted for the use of patients and healthcare
22 providers only. The signage shall contain the following
23 information:

1 "If you are a victim of domestic abuse or if you are a victim of
2 human trafficking for commercial sex, please notify the staff of
3 this facility immediately."
4 B. Hospitals and health care facilities shall develop protocols
5 and procedures to be used for reporting suspected or confirmed cases
6 of domestic abuse and human trafficking for commercial sex to
7 appropriate law enforcement agencies prior to the discharge of an
8 individual from the hospital or release from a health care facility.
9 The protocols shall also include procedures for assisting law
10 enforcement and the victim of domestic abuse or human trafficking in
11 securing said discharge or release without interference by or
12 notification to the alleged perpetrator of domestic abuse or human
13 trafficking.
14 C. The State Department of Health shall promulgate rules as
15 necessary to coordinate the placement, size, format, and
16 specifications of the required signage.
17 SECTION 2. This act shall become effective November 1, 2026.
