6 AS INTRODUCED
7 An Act relating to schools; requiring the State
Department of Education to create and manage a
8 database of all school support employees; providing
database content requirements; requiring school
9 districts to submit to the Department certain
information on employed support personnel; mandating
10 school district updates; providing for codification;
providing an effective date; and declaring an
11 emergency.

16 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
17 SECTION 1. NEW LAW A new section of law to be codified
18 in the Oklahoma Statutes as Section 6-103.16 of Title 70, unless
19 there is created a duplication in numbering, reads as follows:
20 A. The State Department of Education shall create and manage a
21 database for registering all school support employees as defined in
22 Section 1-116 of this title. The database may be administered
23 within or integrated with existing educator certification or
24 personnel tracking systems of the Department.

1 B. For each school support employee, the database shall
2 include:
3 1. The full legal name of the support employee;
4 2. The name of the employing school district and school site,
5 including the employee's position or role; and
6 3. A unique, permanent identification number issued by the
7 Department that shall be used to identify the support employee for
8 employment verification and record continuity across school
9 districts and other employment records maintained by the Department,
10 and which shall not be reassigned or altered due to a change in
11 employing school district or subsequent employment within the public
12 education system of this state.
13 C. Not later than October 1, 2026, each school district shall
14 submit the information required in paragraphs 1 and 2 of subsection
15 B of this section to the Department for all employed support
16 personnel.
17 D. Each school district shall update the Department with the
18 information required in this act within thirty (30) days of a new
19 support employee's employment and within thirty (30) days of a
20 support employee's termination or other separation from employment.
21 SECTION 2. This act shall become effective July 1, 2026.
22 SECTION 3. It being immediately necessary for the preservation
23 of the public peace, health or safety, an emergency is hereby
24

1 declared to exist, by reason whereof this act shall take effect and
2 be in full force from and after its passage and approval.
