7 An Act relating to court reporters; amending 20 O.S.
2021, Section 106.9, as last amended by Section 1,
8 Chapter 263, O.S.L. 2023 (20 O.S. Supp. 2025, Section
106.9), which relates to court reporter salaries;
9 authorizing the Director of Administration of the
Corporation Commission to determine salaries for
10 court reporters engaged by the Corporation
Commission; and updating references.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. AMENDATORY 20 O.S. 2021, Section 106.9, as
15 last amended by Section 1, Chapter 263, O.S.L. 2023 (20 O.S. Supp.
16 2025, Section 106.9), is amended to read as follows:
17 Section 106.9. A. 1. Each court reporter regularly engaged by
18 the district court, or the Workers' Compensation Court of Existing
19 Claims, or the Corporation Commission shall be paid a salary
20 pursuant to the salary schedule established by the annual
21 appropriation for the district courts and Corporation Commission and
22 in accordance with the job description for the position to which
23 appointed. For fiscal year 2023 and each fiscal year thereafter,

1 each court reporter shall receive an annual salary of Fifty-three
2 Thousand Dollars ($53,000.00).
3 2. Each court reporter regularly engaged by the Corporation
4 Commission shall be paid a salary determined by the Director of
5 Administration of the Corporation Commission that is commensurate
6 with the court reporter's qualifications, experience, and additional
7 duties.
8 B. In addition to their base salaries, official court reporters
9 who are certified or licensed shorthand reporters and those acting
10 shorthand reporters pursuant to paragraph 3 of Section 106.3B of
11 this title shall be paid annually the sum of Four Hundred Dollars
12 ($400.00) for each year of service to the district court, the
13 Workers' Compensation Court, and the Workers' Compensation Court of
14 Existing Claims and the Corporation Commission, with a maximum of
15 twenty (20) years of service only to be used for the purpose of
16 longevity, not to exceed Eight Thousand Dollars ($8,000.00) per
17 year, payable monthly. For the purpose of payment for longevity,
18 "years of service" is defined as all years served as a certified or
19 licensed court reporter in the district court, the Workers'
20 Compensation Court, and the Workers' Compensation Court of Existing
21 Claims and the Corporation Commission after June 30, 1978.
22 Longevity payments shall be made on July 1 of each year following
23 completion of the first year of service as defined herein.

1 C. In addition to their base salaries, official court reporters
2 eligible for longevity payments pursuant to subsection B of this
3 section shall be paid an annual equipment allowance of Three
4 Thousand Dollars ($3,000.00). Payments for such allowance shall be
5 made on July 1 of each year following completion of the first year
6 of service as defined in subsection B of this section.
7 D. In addition to their base salaries, official court reporters
8 who are certified shorthand reporters shall be paid the following:
9 1. The sum of Two Thousand Dollars ($2,000.00) per year,
10 payable monthly, to any official court reporter who is a Registered
11 Professional Reporter (RPR), as recognized by the State Board of
12 Examiners of Certified Shorthand Reporters. To qualify as a RPR, an
13 official court reporter shall have a proficiency level in reporting
14 testimony and proceedings of a speed of not less than two hundred
15 twenty-five (225) words per minute in taking a question-and-answer-
16 type dictation, two hundred (200) words per minute in taking a jury
17 charge and one hundred eighty (180) words per minute in taking
18 literary material, shall pass a Written Knowledge Test with a score
19 of at least seventy percent (70%), all as determined by an
20 examination recognized by the Board, and shall complete thirty (30)
21 hours of continuing education per three-year cycle commencing at the
22 date of recognition;
23 2. The sum of Two Thousand Dollars ($2,000.00) per year,
24 payable monthly, to any official court reporter who is a Registered

1 Merit Reporter (RMR), as recognized by the State Board of Examiners
2 of Certified Shorthand Reporters. To qualify as a RMR, an official
3 court reporter shall have a proficiency level in reporting testimony
4 and proceedings of a speed of not less than two hundred sixty (260)
5 words per minute in taking a question-and-answer-type dictation, two
6 hundred forty (240) words per minute in taking a jury charge and two
7 hundred (200) words per minute in taking literary material, shall
8 pass a Written Knowledge Test with a score of at least seventy
9 percent (70%), all as determined by an examination recognized by the
10 Board, and shall complete thirty (30) hours of continuing education
11 per three-year cycle commencing at the date of recognition;
12 3. The sum of Two Thousand Dollars ($2,000.00) per year,
13 payable monthly, to any official court reporter who is a Registered
14 Diplomat Reporter (RDR), as recognized by the State Board of
15 Examiners of Certified Shorthand Reporters, and who completes thirty
16 (30) hours of continuing education per three-year cycle commencing
17 at the date of recognition;
18 4. The sum of Two Thousand Dollars ($2,000.00) per year,
19 payable monthly, to any official court reporter who is a Certified
20 Realtime Reporter (CRR), as recognized by the State Board of
21 Examiners of Certified Shorthand Reporters, and who completes thirty
22 (30) hours of continuing education per three-year cycle commencing
23 at the date of recognition; or

1 5. Any official court reporter who is the holder of more than
2 one certification shall be compensated in the additional amounts
3 specified in paragraphs 1 through 4 of this subsection for each
4 certification up to a maximum of Eight Thousand Dollars ($8,000.00)
5 per year over and above the reporter's base salary, payable monthly.
6 E. Court reporters temporarily employed by the district court,
7 Workers' Compensation Court of Existing Claims, or Corporation
8 Commission shall be compensated by the court fund of the court which
9 they serve at a rate to be set by such court. In addition, court
10 reporters temporarily employed pursuant to this subsection who are
11 required by the terms of their employment to travel outside their
12 county of residence shall receive reimbursement for mileage actually
13 and necessarily traveled to and from the place of attendance at a
14 rate not to exceed the rate of reimbursement specified in the State
15 Travel Reimbursement Act for state employees. Any travel
16 reimbursement shall be paid from the court fund of the court where
17 the service of the temporarily employed court reporter is provided.
