6 AS INTRODUCED
7 An Act relating to state development; creating the
Oklahoma Gas, Artificial Intelligence, and Space
8 Research Hub (GAS Hub); establishing the GAS Hub as
the State's central coordinating entity for
9 recruitment, development, and hosting of a National
Laboratory; clarifying that the GAS Hub shall
10 function as a state-federal partnership platform;
providing the purposes of the GAS Hub; directing the
11 Oklahoma Department of Commerce in coordination with
other state agencies to administer the GAS Hub;
12 authorizing the GAS Hub to enter public-private
partnerships for certain purposes; directing the GAS
13 Hub to prepare and maintain formal strategies;
directing the GAS Hub to submit an annual report;
14 establishing the Oklahoma National Laboratory
Development Program; directing the GAS Hub to
15 administer the program; granting the Oklahoma
Department of Commerce rulemaking authority;
16 providing for codification; and providing an
effective date.

20 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
21 SECTION 1. NEW LAW A new section of law to be codified
22 in the Oklahoma Statutes as Section 5003.20 of Title 74, unless
23 there is created a duplication in numbering, reads as follows:

1 There is hereby created the Oklahoma Gas, Artificial
2 Intelligence, and Space Research Hub (GAS Hub) to serve as the State
3 of Oklahoma's central coordinating entity for the recruitment,
4 development, and hosting of a United States National Laboratory.
5 The GAS Hub shall function as a state-federal partnership platform
6 to attract, secure, and support federal laboratory designation,
7 funding, and operations.
8 SECTION 2. NEW LAW A new section of law to be codified
9 in the Oklahoma Statutes as Section 5003.20a of Title 74, unless
10 there is created a duplication in numbering, reads as follows:
11 A. The purposes of the Oklahoma Gas, Artificial Intelligence,
12 and Space Research Hub (GAS Hub) are to:
13 1. Position Oklahoma as a leading national center for:
14 a. advanced oil and gas research,
15 b. artificial intelligence and high-performance
16 computing, and
17 c. aerospace, space launch systems, and orbital
18 technologies;
19 2. Prepare and maintain federal-ready laboratory sites;
20 3. Coordinate workforce pipelines;
21 4. Aggregate state incentives and infrastructure; and
22 5. Serve as the formal applicant and liaison to the U.S.
23 Department of Energy, the National Aeronautics and Space
24 Administration, Department of War, and other federal agencies.

1 B. The GAS Hub shall be administered by the Oklahoma Department
2 of Commerce, and shall provide necessary staffing for the GAS Hub,
3 in coordination with:
4 1. The Oklahoma Corporation Commission;
5 2. The Oklahoma Space Industry Development Authority (OSIDA);
6 3. The State Regents for Higher Education;
7 4. The Oklahoma Department of Transportation; and
8 5. The Office of Management and Enterprise Services.
9 C. The GAS Hub may enter into public-private partnerships to:
10 1. Develop research parks;
11 2. Construct laboratory campuses;
12 3. Build high-performance computing facilities; and
13 4. Construct spaceport and test range infrastructure.
14 D. The GAS Hub shall prepare and maintain a formal strategy
15 for:
16 1. U.S. Department of Energy National Lab designation;
17 2. U.S. National Aeronautics and Space Administration center
18 designation;
19 3. U.S. Department of War research campus designation; and
20 4. Federally Funded Research and Development Center status.
21 E. The GAS Hub shall submit an annual report to the Governor,
22 President Pro Tempore of the Oklahoma Senate, and the Speaker of the
23 Oklahoma House of Representatives detailing:
24 1. Federal engagement;

1 2. Site readiness;
2 3. Funds expended;
3 4. Workforce pipeline development; and
4 5. Federal designation progress.
5 SECTION 3. NEW LAW A new section of law to be codified
6 in the Oklahoma Statutes as Section 5003.20b of Title 74, unless
7 there is created a duplication in numbering, reads as follows:
8 A. There is hereby created the Oklahoma National Laboratory
9 Development Program to:
10 1. Identify and certify federal-ready laboratory sites;
11 2. Pre-permit utility, water, rail, and highway access;
12 3. Aggregate state tax incentives;
13 4. Coordinate land acquisition and site assembly;
14 5. Maintain pre-approved environmental compliance documents;
15 and
16 6. Prepare formal federal applications.
17 B. This program shall be administered by the Oklahoma Gas,
18 Artificial Intelligence, and Space Research Hub in coordination with
19 other state agencies.
20 SECTION 4. NEW LAW A new section of law to be codified
21 in the Oklahoma Statutes as Section 5003.20c of Title 74, unless
22 there is created a duplication in numbering, reads as follows:
23 The Oklahoma Department of Commerce shall promulgate rules to
24 implement this act.
