6                            AS INTRODUCED

7   An Act relating to the Health Care Workforce Training

    Commission; providing purpose and intent; creating

8   the Rural Health Transformation Revolving Fund;

    providing for promulgation of rules; providing for

9   codification; providing an effective date; and

    declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.      NEW LAW  A new section of law to be codified

15 in the Oklahoma Statutes as Section 697.18.1 of Title 70, unless

16 there is created a duplication in numbering, reads as follows:

17  In furtherance of its mission to increase access to health care

18 workers in the rural and underserved areas of Oklahoma, the Health

19 Care Workforce Training Commission shall be authorized to receive

20 appropriations from the State Legislature; accept federal funds and

21 grants, and use the same in accordance with federal requirements;

22 and receive and accept donations, grants, contributions, and gifts

23 from any public or private source.

1   SECTION 2.      NEW LAW  A new section of law to be codified

2 in the Oklahoma Statutes as Section 697.18.2 of Title 70, unless

3 there is created a duplication in numbering, reads as follows:

4   A. There is hereby created in the State Treasury a revolving

5 fund for the Health Care Workforce Training Commission to be

6 designated the "Rural Health Transformation Revolving Fund". The

7 fund shall be a continuing fund, not subject to fiscal year

8 limitations, and shall consist of all available monies:

9   1. Received by the state as Rural Health Transformation Program

10 Funds pursuant to, including but not limited to, the One Big

11 Beautiful Bill Act of 2025, Section 71401 of P.L. 119-21;

12  2. Directed to the state by the federal government for the

13 purposes of recruiting and retaining clinical workforce talent to

14 rural areas, with commitments to serve rural communities for a

15 minimum of 5 years, or any other lawful purposes established by the

16 One Big Beautiful Bill Act of 2025;

17  3. Derived as an interest and income from deposits and

18 investments of fund assets; and

19  4. Designated for deposit by law.

20  B. 1. All monies accruing to the credit of said fund are

21 hereby appropriated and may be budgeted and expanded by the Health

22 Care Workforce Training Commission for authorized purposes as

23 provided in paragraph 2 of this subsection. Expenditures from said

24 fund shall be made upon warrants issued by the State Treasurer

1 against claims filed as prescribed by law with the Director of the

2 Office of Management and Enterprise Services for approval and

3 payment.

4   2. All monies accruing to the credit of said fund shall be

5 utilized for the purpose of recruiting and retaining clinical

6 workforce talent to the rural and underserved areas of Oklahoma or

7 any other lawful purpose established by the One Big Beautiful Bill

8 Act of 2025, including the costs and expenses of operating such

9 programs.

10  3. All monies accruing to the credit of the fund shall be

11 budgeted, expended, and transferred in strict accordance with

12 applicable state and federal law and guidance providing for a

13 limiting the utilization of such funds.

14  C. The Health Care Workforce Training Commission shall be

15 authorized to promulgate any additional rules necessary for

16 implementation of the Rural Health Transformation Program.

17  SECTION 3. This act shall become effective July 1, 2026.

18  SECTION 4. It being immediately necessary for the preservation

19 of the public peace, health or safety, an emergency is hereby

20 declared to exist, by reason whereof this act shall take effect and

21 be in full force from and after its passage and approval.
