7 An Act relating to state government; amending 74 O.S.
2021, Section 464, which relates to certain
8 electronic filing; requiring filing of agency reports
with the Legislative Office of Fiscal Transparency;
9 prescribing procedures related to indexing of
reports; providing an effective date; and declaring
10 an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. AMENDATORY 74 O.S. 2021, Section 464, is
15 amended to read as follows:
16 Section 464. Whenever any provision of law directs that a
17 report, administrative rule, budget work program, budget request, or
18 any other document be filed with the Governor, President Pro Tempore
19 of the Senate or the Speaker of the House of Representatives, such
20 documents shall be filed electronically, except as otherwise
21 provided in this section. The Governor, President Pro Tempore of
22 the Senate and Speaker of the House of Representatives shall each
23 create or cause to be created on the official websites for the
24 Governor, Senate and House of Representatives, respectively, a

1 mechanism for such filings to be made, with an electronic return
2 receipt provided to the person making the filing. If for any reason
3 the person required to file such document determines that it cannot
4 be filed electronically, the person shall file a printed copy in
5 lieu of such electronic filing and shall include an explanation of
6 the reason that the document could not be filed electronically. Any
7 report that an agency is required by statute to provide to the
8 Legislature shall be electronically filed with the Legislative
9 Office of Fiscal Transparency, which is hereby directed to establish
10 an online filing system for the receipt of reports. The Legislative
11 Office of Fiscal Transparency shall maintain an index of all reports
12 that are statutorily required to be provided by agencies to the
13 Legislature, to include the submittal status of each report. The
14 Legislative Office of Fiscal Transparency shall also notify the
15 Legislature of the availability of reports in a centralized location
16 and maintain electronic copies of the reports.
17 SECTION 2. This act shall become effective July 1, 2026.
18 SECTION 3. It being immediately necessary for the preservation
19 of the public peace, health or safety, an emergency is hereby
20 declared to exist, by reason whereof this act shall take effect and
21 be in full force from and after its passage and approval.
