6                            AS INTRODUCED

7   An Act relating to soldiers and sailors; allowing

    Oklahoma Department of Veterans Affairs to hire

8   seasonal employees; exempting such employees from

    benefits; providing for codification; and providing

9   an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      NEW LAW  A new section of law to be codified

14 in the Oklahoma Statutes as Section 430 of Title 72, unless there is

15 created a duplication in numbering, reads as follows:

16  A. For the purposes of this section, seasonal employees shall

17 be unclassified employees employed by the Oklahoma Department of

18 Veterans Affairs who work less than one thousand six hundred (1,600)

19 hours in any twelve-month period.

20  B. The Department may employ seasonal employees throughout the

21 calendar year. Project labor or pro re nata jobs employed by the

22 Department for a period of time necessary to complete a project or

23 fulfill the need shall be in the unclassified service of the state,

24 as provided by the Oklahoma Personnel Act, Section 840-1.1 et seq.

1 of Title 74 of the Oklahoma Statutes. Such employees shall not be

2 entitled to paid leave, paid holidays, retirement, health, dental or

3 life insurance, and shall be exempt from any laws, rules, or

4 practices providing for such benefits.

5   C. The Department, in its annual budget request, shall include

6 a summary of the use of project labor, which shall include the

7 number of workers employed under the provisions of this section and

8 the total wages paid to these employees.

9   SECTION 2. This act shall become effective November 1, 2026.
