7   An Act relating to veterans; creating the Oklahoma

    Department of Veterans Affairs Supplemental Revolving

8   Fund; describing source of funds; describing purpose;

    providing for codification; providing an effective

9   date; and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.      NEW LAW  A new section of law to be codified

15 in the Oklahoma Statutes as Section 435 of Title 72, unless there is

16 created a duplication in numbering, reads as follows:

17  There is hereby created in the State Treasury a revolving fund

18 for the Oklahoma Department of Veterans Affairs to be designated the

19 "Oklahoma Department of Veterans Affairs Supplemental Revolving

20 Fund". The fund shall be a continuing fund, not subject to fiscal

21 year limitations, and shall consist of all monies received by the

22 Oklahoma Department of Veterans Affairs from nonappropriated revenue

23 streams, including donations and eligible federal funds. All monies

24 accruing to the credit of said fund are hereby appropriated and may

1 be budgeted and expended by the Oklahoma Department of Veterans

2 Affairs for the purpose of increasing transparency, reducing

3 reliance on annual appropriations, and reinvesting in veterans'

4 programs. Expenditures from said fund shall be made upon warrants

5 issued by the State Treasurer against claims filed as prescribed by

6 law with the Director of the Office of Management and Enterprise

7 Services for approval and payment.

8   SECTION 2. This act shall become effective July 1, 2026.

9   SECTION 3. It being immediately necessary for the preservation

10 of the public peace, health or safety, an emergency is hereby

11 declared to exist, by reason whereof this act shall take effect and

12 be in full force from and after its passage and approval.
