6 AS INTRODUCED
7 An Act relating to emergency management; creating the
Youth Camp and Recreational Area Safety Revolving
8 Fund; stating purpose; amending 62 O.S. 2021, Section
203, which relates to apportionment of monies; adding
9 an exception to monies included in the General
Revenue Fund; amending 63 O.S. 2021, Section 681,
10 which relates to school buildings and fallout
protection; adding youth camps and recreational
11 campgrounds; requiring emergency plans be on file
with local emergency management director; providing
12 for codification; providing an effective date; and
declaring an emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
16 SECTION 1. NEW LAW A new section of law to be codified
17 in the Oklahoma Statutes as Section 683.24C of Title 63, unless
18 there is created a duplication in numbering, reads as follows:
19 There is hereby created in the State Treasury a revolving fund
20 for the Oklahoma Department of Emergency Management to be designated
21 the "Youth Camp and Recreational Area Safety Revolving Fund". The
22 fund shall be a continuing fund, not subject to fiscal year
23 limitations, and shall consist of all monies received by the
24 Oklahoma Department of Emergency Management from such sources as may

1 be provided by law. All monies accruing to the credit of said fund
2 are hereby appropriated and may be budgeted and expended by the
3 Oklahoma Department of Emergency Management for the purpose of
4 implementing the provisions of Sections 2 through 3 of this act.
5 Expenditures from said fund shall be made upon warrants issued by
6 the State Treasurer against claims filed as prescribed by law with
7 the Director of the Office of Management and Enterprise Services for
8 approval and payment.
9 SECTION 2. AMENDATORY 62 O.S. 2021, Section 203, is
10 amended to read as follows:
11 Section 203. A. Except as otherwise provided by subsection B
12 of this section, all monies that may come into the State Treasury,
13 pursuant to the provisions of Section 201 et seq. of this title,
14 together with all amounts that may be received by the State
15 Treasurer as investment income or as interest on average daily bank
16 balances, including investment income or interest on deposits from
17 funds deposited to the credit of the Constitutional Reserve Fund
18 created pursuant to Section 23 of Article X of the Oklahoma
19 Constitution, shall be apportioned and credited to the General
20 Revenue Fund for the current year.
21 B. The provisions of subsection A of this section shall not
22 apply to:
23 1. Interest received on deposits from funds under the control
24 of the Commissioners of the Land Office;

1 2. Funds in the Department of Human Services Federal
2 Disallowance Fund;
3 3. Interest received on deposits from funds under the control
4 of the Santa Claus Commission;
5 4. The Risk Management Revolving Fund;
6 5. Investment income and interest received from funds in the
7 Quartz Mountain Revolving Fund from insurance claims;
8 6. The Drinking Water Treatment Revolving Loan Account and the
9 Drinking Water Treatment Loan Administrative Fund;
10 7. The Clean Water State Revolving Fund Loan Account and the
11 Clean Water State Revolving Fund Loan Administrative Fund;
12 8. The State Infrastructure Bank Revolving Fund;
13 9. The Nursing Facility Quality of Care Fund;
14 10. The Oklahoma Tourism and Recreation Department Revolving
15 Fund effective July 1, 2003;
16 11. The Golf Course Operations Revolving Fund effective July 1,
17 2003; and
18 12. The Youth Camp and Recreational Area Safety Revolving Fund
19 created pursuant to Section 1 of this act; and
20 13. Interest received on investments from funds in the County
21 Bridge and Road Improvement Fund, the Emergency and Transportation
22 Revolving Fund, the County Road Machinery and Equipment Revolving
23 Fund, the High Priority State Bridge Revolving Fund as created in
24 Section 506 of Title 69 of the Oklahoma Statutes, and the County

1 Improvements for Roads and Bridges Fund as created in Section 507 of
2 Title 69 of the Oklahoma Statutes.
3 SECTION 3. AMENDATORY 63 O.S. 2021, Section 681, is
4 amended to read as follows:
5 Section 681. A. School authorities of the State of Oklahoma,
6 its political subdivisions, and its school districts are authorized
7 to plan, design, and construct new school buildings and make
8 additions to existing school buildings that afford protection for
9 the anticipated school body, faculty, and visitors against tornadoes
10 and severe weather. Each school, administration building and
11 institution of higher learning shall have written plans and
12 procedures in place for protecting students, faculty, administrators
13 and visitors from natural and man-made disasters and emergencies.
14 Plans shall be reviewed and updated annually as appropriate by each
15 school, administration building and institution of higher learning,
16 and placed on file at each school district and each local emergency
17 response organization within the district, which may include police,
18 fire, emergency medical services, sheriff and emergency management
19 of the appropriate jurisdiction. The plans shall be submitted in a
20 format acceptable to the emergency agency no later than November 1
21 of each year. Each school district and institution of higher
22 learning shall make annual reports to the local school board or
23 Board of Regents detailing the status of emergency preparedness and
24 identified safety needs for each school or institution.

1 B. Operators of youth camps and recreational campgrounds within
2 the State of Oklahoma are authorized to plan, design, and maintain
3 facilities and grounds in a manner that affords protection for
4 campers, staff, and visitors against flooding and severe weather
5 hazards. Each youth camp and recreational campground shall have
6 written emergency operations plans and procedures in place for
7 protecting campers, staff, and visitors from natural disasters and
8 severe weather events, including those requiring evacuation.
9 1. Such plans shall, at a minimum, identify natural hazards
10 specific to the location that may necessitate evacuation, outline
11 evacuation routes and procedures, and include methods for issuing
12 emergency alerts and warnings to campers and staff. The plans shall
13 be reviewed and updated annually as appropriate by the operator of
14 the youth camp or recreational campground; and
15 2. A copy of the emergency operations plan, including
16 evacuation procedures and warning information, shall be placed on
17 file with the local emergency management director of the appropriate
18 jurisdiction in a format acceptable to the emergency management
19 agency. The plans shall be submitted or updated no later than
20 November 1 of each year upon any significant change to facility
21 operations or hazard conditions.
22 SECTION 4. This act shall become effective July 1, 2026.
23 SECTION 5. It being immediately necessary for the preservation
24 of the public peace, health or safety, an emergency is hereby

1 declared to exist, by reason whereof this act shall take effect and
2 be in full force from and after its passage and approval.
