6 AS INTRODUCED
7 An Act relating to schools; prohibiting the State
Department of Education from using public resources
8 to produce or share political propaganda; defining
term; providing for codification; and providing an
9 effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. NEW LAW A new section of law to be codified
14 in the Oklahoma Statutes as Section 24-166 of Title 70, unless there
15 is created a duplication in numbering, reads as follows:
16 No agency resources, including public funds, shall be used by
17 the State Department of Education to disseminate, develop, organize,
18 administer, engage in, promote, or endorse propaganda. For purposes
19 of this section, "propaganda" means any communication, material, or
20 messaging produced, distributed, or transmitted by the Department
21 that is primarily intended to influence public opinion, political
22 beliefs, or civic behavior regarding a political party, candidate,
23 ballot measure, public officeholder, or public policy, rather than

1 to provide neutral, factual, or educational information within the
2 agency's statutory duties.
3 SECTION 2. This act shall become effective November 1, 2026.
