7 An Act relating to motor vehicles; defining terms;
authorizing the placing of hidden disability
8 indicator on certain forms of identification;
providing for optional participation; allowing
9 Service Oklahoma to require certain documents;
requiring indicator not specify disability; allowing
10 removal of indicator without penalty; stating
requirements for indicator; describing prohibited
11 uses of the indicator; authorizing the promulgation
of certain rules; providing for codification; and
12 providing an effective date.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
16 SECTION 1. NEW LAW A new section of law to be codified
17 in the Oklahoma Statutes as Section 6-131 of Title 47, unless there
18 is created a duplication in numbering, reads as follows:
19 A. As used in this section:
20 1. "Hidden disability" means a non-obvious physical,
21 neurological, sensory, cognitive, or developmental condition that
22 may affect communication, perception, movement, or behavior during
23 interactions with law enforcement, including, but not limited to:
24 a. autism spectrum disorder,

1 b. deafness or significant hearing impairment,
2 c. speech impairment,
3 d. cognitive or neurological conditions, and
4 e. physical conditions that may limit mobility or motor
5 response.
6 2. "Indicator" means a standardized logo, symbol, or notation
7 approved by Service Oklahoma that signifies the licensee or
8 cardholder has voluntarily elected to disclose the presence of a
9 hidden disability.
10 B. Service Oklahoma shall allow an applicant or licensee to
11 voluntarily elect to have a hidden disability indicator placed on a
12 driver license or state-issued identification card. No person shall
13 be required to disclose a disability or participate in the program
14 as a condition of licensure or identification. Service Oklahoma may
15 require a signed self-attestation or other reasonable documentation
16 as determined by rule, but shall not require disclosure of a
17 specific diagnosis, medical records, or detailed health information.
18 The indicator shall not specify the nature or category of the
19 disability. A licensee or cardholder may request removal of the
20 indicator at any time. Service Oklahoma shall remove the indicator
21 without penalty or explanation upon request.
22 C. The indicator shall be discreet and standardized statewide,
23 clearly recognizable by law enforcement, and nonstigmatizing in

1 appearance and language. The indicator shall not include text
2 describing the disability.
3 D. The indicator shall not be stored or searchable as a medical
4 record. The presence of a hidden disability indicator:
5 1. Shall not create probable cause or reasonable suspicion;
6 2. Shall not be used for investigative, enforcement, or
7 profiling purposes; and
8 3. Shall not be disclosed for purposes other than official
9 identification.
10 E. Service Oklahoma is authorized to promulgate rules to
11 effectuate the provisions of this section.
12 SECTION 2. This act shall become effective November 1, 2026.
