6 AS INTRODUCED
7 An Act relating to overnight youth camps; creating
the Overnight Youth Camp Severe Weather Safety Act;
8 providing legislative intent; mandating that
overnight youth camps have a severe weather action
9 plan, National Oceanic and Atmospheric Administration
radios, and that staff shall be awakened; providing
10 for codification; providing an effective date; and
declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 682.3 of Title 63, unless there
16 is created a duplication in numbering, reads as follows:
17 This act shall be known and may be cited as the "Overnight Youth
18 Camp Severe Weather Safety Act".
19 SECTION 2. NEW LAW A new section of law to be codified
20 in the Oklahoma Statutes as Section 682.4 of Title 63, unless there
21 is created a duplication in numbering, reads as follows:
22 It is the intent of the Oklahoma State Legislature through this
23 act to enhance the safety of children attending overnight youth
24 camps by requiring reasonable preparedness for severe weather

1 events. The Oklahoma State Legislature recognizes that overnight
2 camps present unique risks during severe weather and that timely
3 weather monitoring, planning, and staff readiness are essential to
4 protect life and public safety.
5 SECTION 3. NEW LAW A new section of law to be codified
6 in the Oklahoma Statutes as Section 682.5 of Title 63, unless there
7 is created a duplication in numbering, reads as follows:
8 Operators of overnight youth camps shall have severe weather
9 action plans, one or more National Oceanic and Atmospheric
10 Administration (NOAA) radios, and staff shall be awakened during
11 weather watches or warnings to monitor and be prepared to take
12 action.
13 SECTION 4. This act shall become effective July 1, 2026.
14 SECTION 5. It being immediately necessary for the preservation
15 of the public peace, health or safety, an emergency is hereby
16 declared to exist, by reason whereof this act shall take effect and
17 be in full force from and after its passage and approval.
