6 AS INTRODUCED
7 An Act relating to postsecondary education; defining
terms; prohibiting certain higher requirements for
8 homeschool graduates; requiring equal treatment of
homeschool graduates; authorizing State Regents for
9 Higher Education and State Board of Career and
Technology Education to ensure compliance and
10 promulgate rules; providing for codification; and
providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. NEW LAW A new section of law to be codified
16 in the Oklahoma Statutes as Section 4316 of Title 70, unless there
17 is created a duplication in numbering, reads as follows:
18 A. As used in this section:
19 1. "Homeschool graduate" means an individual who was educated
20 pursuant to the other means of education exception provided for in
21 subsection A of Section 10-105 of Title 70 of the Oklahoma Statutes;
22 2. "Standardized test score requirement" means any minimum
23 composite or sub-score on the ACT test, SAT, CLT, or any equivalent

1 assessment used for admission, placement, or scholarship purposes;
2 and
3 3. "Postsecondary institution" means:
4 a. any public university, college, or other postsecondary
5 institution within The Oklahoma State System of Higher
6 Education, and
7 b. any technology center school or college governed by
8 the State Board of Career and Technology Education.
9 B. No postsecondary institution shall require a homeschool
10 graduate to meet higher standardized test score requirements than
11 those required of graduates of public or private schools for
12 purposes of:
13 1. General undergraduate admission;
14 2. Assured admission;
15 3. Program-specific admission;
16 4. Concurrent enrollment eligibility; or
17 5. Scholarship or financial aid eligibility administered by the
18 postsecondary institution.
19 C. All postsecondary institutions shall evaluate homeschool
20 graduates for admission using the same or substantial similar
21 criteria, standards, and standardized test score requirement
22 thresholds applied to graduates of public or private schools.

1 D. The Oklahoma State Regents for Higher Education and the
2 State Board of Career and Technology Education shall ensure
3 compliance with this section and may promulgate rules as necessary.
4 SECTION 2. This act shall become effective November 1, 2026.
