6 AS INTRODUCED
7 An Act relating to behavioral health; defining terms;
directing the Medicaid program to expand services;
8 providing scope of practice for behavioral health
clinical interns; requiring behavioral health interns
9 to comply with all administrative requirements;
providing for codification; and providing an
10 effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 15-101 of Title 43A, unless
16 there is created a duplication in numbering, reads as follows:
17 As used in this section:
18 1. "Behavioral health clinical intern" means a graduate student
19 enrolled in a nationally accredited clinical training program that
20 meets minimum credentials for service provided or code billed;
21 2. "Clinical training program" means programs of study that are
22 nationally accredited masters or doctoral programs preparing
23 students for the licensed marriage and family therapist (LMFT),
24 licensed professional counselor (LPC), licensed clinical social

1 worker (LCSW), licensed alcohol and drug counselor (LADC), or
2 psychologist state licensures to practice;
3 3. "Licensed behavioral health provider" means a behavioral
4 health professional that is a licensed professional counselor (LPC),
5 licensed family and marital therapist (LFMT), licensed behavioral
6 practitioner (LBP), licensed alcohol and drug counselor (LADC), or
7 psychologist; and
8 4. "Nationally accredited program" means that the training
9 program has met all training standards to hold an active
10 accreditation aligned with the discipline of study, including but
11 not limited to, the Commission on Accreditation for Marriage and
12 Family Therapy Education (COAMFTE), the Council for Accreditation of
13 Counseling and Related Educational Programs (CACREP), the Council on
14 Social Work Education (CSWE), or the American Psychological
15 Association (APA).
16 SECTION 2. NEW LAW A new section of law to be codified
17 in the Oklahoma Statutes as Section 15-102 of Title 43A, unless
18 there is created a duplication in numbering, reads as follows:
19 The Oklahoma Medicaid Plan administrator shall expand services
20 by adding a provider code for master's and doctoral level behavioral
21 health clinical interns.
22 Behavioral health clinical interns may provide services within
23 their clinical scope of practice under the on-site supervision of a
24 licensed behavioral health provider.

1 Behavioral health clinical interns shall comply with all
2 registration, training, documentation, and protocols required of
3 other behavioral health providers in the Oklahoma Medicaid plan.
4 SECTION 3. This act shall become effective November 1, 2026.
