6 AS INTRODUCED
7 An Act relating to elections; prohibiting individuals
with no intent to return to Oklahoma from voting in
8 state or local elections; permitting individuals with
no intent to return to Oklahoma to vote in national
9 elections; prohibiting individuals with an indefinite
intent to return to Oklahoma from voting in state or
10 local elections; permitting individuals with an
indefinite intent to return to Oklahoma to vote in
11 national elections; prohibiting individuals who vote
in another state or country's elections from voting
12 in state or local elections; permitting individuals
who vote in another state or country's elections to
13 vote in national elections; providing exceptions for
individuals and spouses employed by the federal
14 government or state; clarifying act does not apply to
individuals with intent to return to Oklahoma;
15 providing for codification; and providing an
effective date.

20 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
21 SECTION 1. NEW LAW A new section of law to be codified
22 in the Oklahoma Statutes as Section 4-125 of Title 26, unless there
23 is created a duplication in numbering, reads as follows:

1 A. Individuals who move into another state or country with the
2 intention of making that state or country their permanent residence
3 shall be permitted to vote in only national elections and shall not
4 be permitted to vote in state elections, county elections, municipal
5 elections, or any election of subdivisions thereof.
6 B. Individuals who move into another state or country with the
7 intention of remaining there an indefinite time, and make that state
8 or country their place of residence, shall be permitted to vote in
9 only national elections and shall not be permitted to vote in state
10 elections, county elections, municipal elections, or any election of
11 subdivisions thereof.
12 C. Individuals who move into another state or country and,
13 while there, vote in an election held by that state or county shall
14 be permitted to vote in only national elections and shall not be
15 permitted to vote in state elections, county elections, municipal
16 elections, or any election of subdivisions thereof.
17 D. Subsections A, B, and C of this section shall not apply to
18 individuals, or their spouses, who are employed in the service of
19 the federal government or the State of Oklahoma and are required
20 thereby to be absent from where that individual resided when
21 entering that employment.
22 E. Subsections A, B, and C of this section shall not apply to
23 individuals who move into another state or country for temporary
24 purposes only, with the intention of returning to Oklahoma.

1 SECTION 2. This act shall become effective November 1, 2026.
