6 AS INTRODUCED
7 An Act relating to schools; permitting Life Skills to
be taught as an elective course in public schools as
8 funding becomes available; listing areas of
instruction; allowing school district to provide
9 instruction for certain grades; authorizing district
to determine timing for instruction; permitting
10 partnership to assist in Life Skills instruction;
providing for integration of instruction in existing
11 course; authorizing instruction in person, virtually
or both; specifying specialized teaching
12 certification is not required; requiring certain
standards for implementation; providing for
13 codification; and providing an effective date.

16 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
17 SECTION 1. NEW LAW A new section of law to be codified
18 in the Oklahoma Statutes as Section 11-103.17 of Title 70, unless
19 there is created a duplication in numbering, reads as follows:
20 A. Subject to the availability of funding and in addition to
21 personal financial literacy education required by the Passport to
22 Financial Literacy Act, Life Skills may be taught as an elective
23 course in the public schools of this state. Life Skills may
24 include, but is not limited to, the following areas of instruction:

1 1. Nutrition programs, including cooking;
2 2. Automobile maintenance;
3 3. Household repairs;
4 4. First aid;
5 5. Etiquette, social interaction and interpersonal skills;
6 6. Professional development, including applying and
7 interviewing for jobs, resume writing, and college readiness;
8 7. Basic financial skills, including understanding credit
9 scores and the path to home ownership;
10 8. Career pathways, including college, trade schools,
11 vocational programs, and licensing and certificate programs;
12 9. State and local government;
13 10. Self-discipline and time management; and
14 11. Basics of mental health, including stress management
15 techniques.
16 B. School districts may provide instruction in Life Skills to
17 students during grades six through twelve. School districts may
18 determine when each area of instruction listed in subsection A of
19 this section may be presented to students. The school district may
20 partner with the career and technology education system to assist in
21 teaching Life Skills.
22 C. The conditions of this section can be accomplished through a
23 Family and Consumer Science course at the school district. If a
24 school district does not have a Family and Consumer Science course,

1 it may be accomplished through other applicable courses. The
2 instruction may be offered to students attending school in person,
3 virtually, or a hybrid of both. Specialized certification shall not
4 be required for teachers who are providing Life Skills instruction.
5 D. Schools shall follow life logic standards or workforce
6 readiness course standards to implement the course.
7 SECTION 2. This act shall become effective November 1, 2025.
