6 AS INTRODUCED
7 An Act relating to public health and safety; amending
63 O.S. 2021, Section 1-242.4, as amended by Section
8 1, Chapter 263, O.S.L. 2024 (63 O.S. Supp. 2024,
Section 1-242.4), which relates to Maternal Mortality
9 Review Committee, membership, and election;
authorizing the Maternal Mortality Review Committee
10 to create advisory committees; and providing an
effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. AMENDATORY 63 O.S. 2021, Section 1-242.4, as
15 amended by Section 1, Chapter 263, O.S.L. 2024 (63 O.S. Supp. 2024,
16 Section 1-242.4), is amended to read as follows:
17 Section 1-242.4. A. The Maternal Mortality Review Committee
18 shall be composed of eleven (11) members, or their designees, as
19 follows:
20 1. Eight of the members shall be:
21 a. the Chair of the Oklahoma Chapter of the American
22 College of Obstetricians and Gynecologists,
23 b. the President of the Oklahoma Chapter of the American
24 College of Nurse-Midwives,

1 c. the Medical Director for the Oklahoma Perinatal
2 Quality Improvement Collaborative,
3 d. the Director of the Maternal and Child Health Service
4 of the State Department of Health,
5 e. the Chair of the Oklahoma Chapter of the Association
6 of Women's Health, Obstetric and Neonatal Nurses,
7 f. the Executive Director of the Southern Plains Tribal
8 Health Board,
9 g. the Director of the Oklahoma Perinatal Quality
10 Improvement Collaborative, and
11 h. the administrative program manager of the Maternal and
12 Child Health Service Perinatal and Reproductive Health
13 Division; and
14 2. Three of the members shall be appointed by the State
15 Commissioner of Health to serve for two-year terms and shall be
16 eligible for reappointment. The members shall be persons having
17 training and experience in matters related to maternal mortality and
18 severe maternal morbidity. The members shall be appointed from the
19 following positions:
20 a. a physician who is a member of the Oklahoma State
21 Medical Association or the Oklahoma Osteopathic
22 Association,
23 b. a maternal-fetal medicine physician, and

1 c. an individual who has been affected by pregnancy-
2 related or pregnancy-associated deaths, severe
3 maternal morbidity, and/or lack of access to maternal
4 health care services.
5 B. Every two (2) years the Committee shall elect from among its
6 membership a chair and a vice chair. The Committee shall meet at
7 least quarterly and may meet more frequently as necessary as
8 determined by the chair.
9 C. The Maternal Mortality Review Committee may, as needed,
10 create advisory committees and assign members or non-members of the
11 Committee to participate.
12 SECTION 2. This act shall become effective November 1, 2025.
